Approval of WSC Minutes for December 6, 2016 as posted on the March 8, 2017, WSC Calendar
Approval of WSC Minutes for January 27, 2017, business conducted without a meeting, as follows:
Pursuant the WSC Charter, the WSC may conduct business via email or other means of communication, without a meeting, for Consent Agenda items only.
Prior to January 23, 2017, the WSC approved numerous drafting team changes, via email, in accordance with the above referenced authority.
On January 27, 2017, WECC held a brief conference call on behalf of the WSC to inform stakeholders of that activity. The approved rosters were posted on the January 27, 2017 calendar event, added to the associated project pages at the Drafting Team Member accordion, and the approved individuals were notified.
No questions were presented by stakeholders.
- WECC Glossary
Changes were made to the WECC Glossary of Terms and Naming Conventions to include narrative footnotes indicating specific terms for retirement and the targeted retirement windows. These changes will be implemented on approval of the associated projects by the WECC Board of Directors.

Unless otherwise noted, WECC supports each of the proposed drafting team changes.

WECC-0120 FAC-501-WECC-1 Transmission Maintenance Five-year Review
Mr. Greg Vassallo of the Bonneville Power Administration (BPA) has worked for BPA for 25 years. During the first 15 years at BPA he served in the maintenance of the transmission system. For the 11 years subsequent, he has served in Customer Service for Engineering & Planning. Mr. Vassallo has previously served on the following WECC and NERC standards drafting teams:
- NERC Project 2008-02 Underfrequency Load Shedding Drafting Team -- Chair
- NERC Project2015-10 TPL-001-4 Drafting Team -- Contributor
- WECC PRC-006-WECC-CRT-1 Drafting Team –Team Member
WECC-0125 Governor Droop Five-year Review
Mr. Hassan Baklou, California Independent System Operator (CAISO) is a member of WECC Reliability Subcommittee, the Modeling Validation Work Group, and the Joint Synchronized Information Subcommittee. He is a previous member of multiple drafting teams including Voltage Criteria and Bulk-Electric System Inclusion Guideline. Mr. Baklou is an activecontributor toPrimary Frequency Response forums at the Federal Energy Regulatory Commission, the North American Electricity Corporation, and the California Independent System Operator.
Mr. David Lemmons was assigned as the chair of the WECC-0125 team. An annotation was made recording his change of position from Xcel Energy to NERC Compliance Manager at Ethos Energy.

WECC-0127 VAR-002-WECC-2, Request to Retire
Mr. Kronebusch is the Lead Electrical Engineer and Subject Matter Expert for generation and excitation systems for L&S Electric, Inc. He has over 26 years of experience in the utility industry. Prior to joining L&S Electric in 2010, his responsibilities included coordinating and preforming WECC testing of generation assets as an employee of BC Hydro Generation Engineering and Maintenance Services. He has been a member of the WECC Control Work Group since 2006.
