RULES AND CONSTITUTION
GENERAL
The Association shall incorporate the Keynsham and District men’s, ladies, and mixed, darts league.
The Association will run a men’s league and ladies league during the winter season and a mixed league during the summer season
MANAGEMENT
The management committee shall consist of a Chairperson, Vice chairperson, Secretary, two Treasurers (Men’s and Ladies league), Match /competition Secretary with two assistants and one delegate from each league.
The delegate from the mixed league is selected to give a balance of male and female committee members.
The management committee meeting will be held at the Association H.Q. (The RBL Keynsham) on the last Monday of each month commencing at 8.00pm with the exception of May, August, and December. Management meetings may be called at other times to address any outstanding business.
Delegates and team representative meetings will follow at 8.30pm.
At these meetings, matters arising will be discussed, committee decisions announced and outstanding money’s paid.
Teams will have one vote on items brought up at these meetings.
Teams NOT represented at the meeting, or sending and apology in advance, will have 2 points deducted for each non- attendance, repeated absence may result in EXPULSION from the league they play.
Disciplinary matters will be decided at the discretion of the management committee.
Any five members of the management committee shall constitute a quorum and the Chairperson shall have the casting vote.
No member of the management committee shall vote on any dispute or disciplinary where they have a conflict of interest.
Presentation and other social evenings shall be held at the discretion of the management committee at a venue deemed suitable by the committee.
The Annual General Meeting shall be held on a date and at a venue appointed by the management committee and will include reports by the Chairperson and Treasurer(s), election of all Management Committee members and consideration of any proposed rule changes. Agenda items, including proposed rule amendments, must be submitted to the secretary at least 14 days prior to the A.G.M in writing.
Committee members shall be elected for a three-year period.
In the event of resignation or expulsion due to misconduct or negligence of any committee member during this time the committee are empowered to second extra delegates to the committee. The ad-hoc members will be formally voted into office at the next A.G.M.
Any registered member of the Association may attend and vote at the A.G.M on matters pertaining to the Association, however, registered players may only vote upon matters concerning the specific league they play in.
ADMINISTRATION
A score sheet containing all signatures and results must be sent to the Match / Competition Secretary by the winning team. This should arrive by the Saturday following the match. If no score sheet is received within this time frame points may be deducted at the discretion of the committee.
All protests must be in writing and submitted to a committee member before the monthly meeting following the incident.
Trophies awarded to teams will remain the property of the League and must be returned in good order to the match / competition team in advance of the presentation night.
Teams will be held responsible for the trophies awarded and will be held accountable for the financial cost of replacement or repair of missing or damaged trophies.
All matters not covered by these rules shall be dealt with at the discretion of the Management Committee or delegates at venues.
REGISTRATION
No minimum age is necessary for player registration, although teams are reminded that minors are not always accepted on licensed premises.
Teams with a minor registered should contact the venue licensee PRIOR to the match and enquire if the minor is welcome.
Players ‘barred’ from licensed premises should seek permission from the licensee to play on the premises, as the Association cannot over-rule decisions made by the licensee.
At the time of registration, teams should notify the Match / Competition Secretary of their home venue and give details of their nominated representative.
The team representative will receive team correspondence.
At the time of registration, teams should register with the Match / Competition Secretary the team captain and secretary for inclusion to the Captain and Secretary Cup competition.
A single deputy for both positions can also be registered.
Alterations to the representative details or home venue must be given to the Match / Competition Secretary and agreed by the Management Committee prior to the changes being recognized by the Association.
All players must sign a registration card / sheet for the team with which they intend to play. This is to be given to the Match/Competition Secretary at the time of registration.
No player is eligible to play unless registered seven days prior to a match and the registration fee paid at the next monthly meeting.
No player can be registered for multiple teams, in any one season.
The deadline for the automatic signing on of players is the halfway point of the season. After this, players may only be registered at the discretion of the management committee and with the agreement of teams represented at the monthly meeting.
Teams found using any player (s) not legally registered can be fined.
This decision will be at thediscretion of the Management Committee.
Offending teams will forfeit the points of the game (s) concerned to the opposing team.
The player(s) involved will be banned from the league for a period specified by the Management Committee.
Transfers during the season must be supported by both teams involved and will require a £1.00 transfer fee to be paid.
A player must be registered for at least three weeks before being eligible for league competitions and cup matches.
Cup match players will represent one team during the season.
Players transferred during the season and having played for a team in a Cup match competition are ineligible to play for their new team in any subsequent rounds of that competition.
No player shall register or play for any other team in any league whose normal match night is the same as this Association leagues.
Any fines imposed upon players / teams or outstanding monies must be paid as soon as possible.
Players or teams not paying fines or outstanding monies may, at the discression of the management committee, be excluded from future leagues or competitions until payment of said fine or monies is made.
RULES OF PLAY
RULES (general)
The matchboard shall be of standard B D O specification and be of acceptable quality and condition.
The board must be mounted on a firm structure 5’8” from the floor to the centre of the board.
An oche must be provided exactly 7’91/4”from a plumb line from the face of the board.
The captains are held reasonable for good conduct being maintained at all times. Teams may be fined and / or expelled from the Association if the management committee upholds a complaint.
RULES OF PLAY (Competitions)
Players should report to the M/C by 8.15pm to register player or team presence for that competition.
The M/C will conduct the competition draw at 8.20.
Matches will commence at 8.30.
All single competition players must be present at this time; the M/C will exclude any absent players at the commencement of play.
Pairs, Triples, or team events only require one player to register. If the team is not complete when called to the oche to play, the team will play and continue in the competition as presented.
All players are expected to assist the M/C at all times including calling and /or scoring duties.
In the men’s and ladies leagues, earlier rounds of Singles and Pairs competitions shall be played as “best of three legs”.
The finals shall be played as “best of five legs”.
In the men’s and ladies leagues, earlier rounds of Triples competitions shall be played as “best of three legs”.
The finals shall be played as “best of three legs”.
In the mixed league, earlier rounds of Fours competitions shall be played “best of three legs” for each pairs game played.
If the scores are tied the deciding fours game will be “best of one leg”.
The finals shall be played in the same format as earlier rounds
RULES OF PLAY (League matches)
Matches will commence at 8.30.
In the men’s and ladies leagues, all games will be played “best of three legs”.
In the mixed league, pairs games will be played “best of three legs” and the fours games will beplayed “best of one leg”.
In order to keep play as continuous as possible, the next player(s) should be ready to play when theprevious game has finished. Play must be continuous.
If play is not continuous a leg may be claimed every five minutes
Player(s) will be nominated by the captain to play, the player(s) will sign the match sheet in each game, one player from each side throws for the bull to decide the order of play.
The winner of the bull throws first in the first and third legs.
Teams shall alternate the provision of a marker and caller in each game, unless by mutual agreement the home team marks and calls all legs.
Teams can nominate a “silent marker” for each game.
A chalkboard must be provided for marking
During any throw the score or the score remaining must be given by the caller on request.
‘check’ is recognised as ‘what have I scored’ followed by ‘check’ which is recognised as’what score have I remaining’.
If the player is told the wrong finishing score he/she must throw again whether he/she gets that score or not, score corrections must be made before that player /team throws again.
Any darts falling from the board before the caller shouts the score shall not count, darts being supported by other darts must have their points touching the board to count.
Bull’s-eye counts as double 25 and the ‘bust rule’ shall apply.
In the ladies league all games to be 401 up, best of three legs, flying start and double finish, one point for each game won.
In the men’s league, games shall be best of three legs, flying start double finish. The match will start with 3 games of pairs 601 up, followed by 6 games of singles 501 up, one point for each game won.
In the mixed league all pairs games to be 501 up, best of three legs, double start and finish, one point for each game won.
In the mixed league all fours games to be 701 up, best of one leg, double start and finish, one point for each game won.
League positions for each league will depend on the number of points gained.
If teams have the same number of points then the number of matches/games/legs won by each team shall be taken into consideration.
Should this still result in tie for trophy winning positions then play-offs may be played, at the discretion of the Management Committee.
NO cancellation of matches, The Match /competition Secretary to be notified of teams failing to fulfil their fixture.
In the event that neither team can field five players the incident must be reported to the Match/competition secretary as soon as possible. A decision will be given at the subsequent Management Committee Meeting.
If teams leave any league before the halfway point in the seasons all results will be cancelled.
Teams leaving after the halfway point will have all second half results cancelled, but results for the first half will stand
COMPETITIONS
The Management committee shall govern competition venue, dates, control and management.
Competition fees are based strictly on entry basis and no refund shall be given to any failing to compete.
Entry fees are payable at time entries are submitted.
SINGLE COMPETITIONS
Singles shall be the best of three legs flying start double finish, ladies 401 up, men501 up.
The first player drawn must go first for the bull and the winner of the bull throws first in the first and
third legs.
PAIRS COMPETITIONS
Pairs shall be the best of three legs flying start double finish ladies 501 up, men 601 up, in the mixed league it shall be double start and finish, 501up.
The first player of the pair drawn must go first for the bull and the winner of the throws first in the first and third legs.
No change of pair members shall be allowed after the completion of the first round of matches.
TRIPLES COMPETITIONS
Teams shall consist of three players.
A singles game shall be played to the rules of the singles competition, this will be followed by the remaining team members playing a pairs game to the rules of the pairs competition.
In the event that each team wins one game then a deciding game which all three players play in rotation shall be played, this to be one leg flying start, double finish, ladies 601 up, men 801 up.
It is permitted to change one player in the first round.
FOURS COMPETITIONS – MIXED League
Teams shall consist of four players in the format of two mixed pairs.
Two pairs games shall be played to the rules of the pairs competition,
In the event that each team wins one pairs game then a deciding game which all four players play in rotation shall be played, this to be one leg, flying start, double start and finish, 701 up.
It is permitted to change one player in the first round.
HOUSE CHAMPIONSHIP
Each team will enter one player.
This player will be decided by inter-team knockout or nomination.
The competition will be subject to same rules as singles competition.
The ladies league competition will be known as the “George Watts trophy”.
The men’s league competition will be known as the “Tom Pegg trophy”.
DARTATHLON
A singles knockout competition the best of five disciplines
CAPTAIN/SECRETARY CUP - MENS LEAGUE
The captain and secretary of each team can enter the Captain / Secretary cup ifthey so wish.
The registered deputy can substitute for the captain or secretary and is eligible to enter the competition.
The captain will be designated as the registered captain and will be confirmed as the signatory on the first result sheet.
The secretary will be designated as the registered secretary and confirmed as the signatory on the registration card / sheet.
Notification of change of captain must be given, in writing, to the Match/competition secretary by the monthly meeting prior to the competition date.
The deputy, for inclusion in the captain / secretary cup, will be designated as the registered deputyon the team registration card/sheetonly.
The Captain / Secretary competition is played to the rules of the pairs competition.
CAPTAIN CUP - LADIES LEAGUE
The captain of each team shall enter the captain cup if they so wish.
The captain shall be the designated as the signatory on the first result sheet unless notification of change of captain is given, in writing, to the Match/competition secretary by the monthly meeting prior to the competition date.
This shall be a singles knockout played to the rules of the singles competitions.
PLAYER OF THE YEAR COMPETITION
The Match/Competition Secretary, according to the success of each player, shall award points.
The player accumulating the most points over the season shall be declared player of the year.
The men’s league trophy will be known as ”the Weston trophy”.
The ladies league will be known as “the Jeffery trophy”.
Points will not be awarded towards this competition in any play-offs for league positions.
TEAM KNOCK-OUT COMPETITIONS
Team knockout competitions will be arranged separately for teams in the men’s league and teams in the ladies league.
If the men’s league consists of two leagues, division one will play for the knockout cup and division two will play for subsidiary knockout cup.
If the men’s league consists of a single league, the knockout cup will be played for by the top half of the league and the subsidiary cup will be played for by the bottom half of the league.
The league positions will be those at the half way point of the season.
All matches to be played by the league rules.
Finals and semi-finals will be played on neutral boards decided by the Management committee.
The captains will nominate players alternately.
The choice of nominating first or second, in the first game,will be decided by the toss of a coin.
