1.  Proposed Listing on the Stoma Appliance Scheme

The applicant, Nice Pak Products Pty Ltd, sought listing of Sudocrem 30g, in Subgroup 9(f) on the Stoma Appliance Scheme (SAS) Schedule. The product was proposed for listing at a unit price of $3.30 with a maximum monthly quantity of one unit.

2.  Comparator

The applicant nominated its own product Sudocrem 60g (SAS code 9821X), as the comparator.

3.  Background

This was the Stoma Product Assessment Panel (SPAP)’s first consideration of this product.

4.  Clinical Place for the Product

The proposed product is a triple action emollient cream which aids and assists excoriated skin from infant to elderly by soothing, healing and protecting.

5.  SPAP Comment

Clinical Analysis

The Panel noted that no utilisation data was presented by the applicant and without this data it hard to determine how much Sudocrem individual ostomates use and whether a 30g tube is better value than the current 60g tub. The Panel also noted that the testimonials supplied were not relevant to the application.

Economic Analysis

The Panel noted that Sudocrem 60g is currently listed on the SAS at the cost of $5.54 with a cost per gram of 9.24 cents. The proposed product is 30g, at a cost of $3.30 and a cost per gram of 11 cents. The applicant states that the higher price per gram is due to the more expensive form of packaging.

Financial Analysis

The Panel noted that the monthly maximum quantity of the current 60g tub is one unit. Therefore, the listing of the 30g tube at the price of the monthly maximum quantity requested by the applicant would only represent a cost saving to Government if the 60g tub is bought at a rate of one per month. The applicant states it will save the Scheme $2.24 per unit over the tub.

6.  SPAP Recommendation

The Panel recommended that Nice Pak Products Pty Ltd, Sudocrem 30g be listed in Subgroup 9(f) of the SAS Schedule, at the cost of $2.77 per 30g, at a maximum quantity of one unit. The Panel will reconsider the price if further utilisation data is provided.

7.  Context for Decision

The SPAP helps decide whether stoma products should be subsidised and, if so, the conditions of their subsidisation in Australia. It considers submissions in this context. An SPAP decision not to recommend listing or not to recommend changes to a listing does not represent a final SPAP view about the merits of a particular stoma product. A company can resubmit to the SPAP following a decision not to recommend listing or changes to a listing. The SPAP is an advisory committee and as such its recommendations are non-binding on Government. All SPAP recommendations are subject to Cabinet/Ministerial approval.

8.  Applicant’s Comment

Nice Pak Products notes the SPAP’s recommendation and will negotiate further.
