Agricultural Impact Notice for AirportProjects / s. 32.035, Wis. Stats.
Please complete this Notice for Airportprojects as required by Wis. Stat. § 32.035(3) and include complete information for each project alternative. This form is intended to notify DATCP staff of a proposed airport project on agricultural land. Information provided in this form will be used to determine whether an Agricultural Impact Statement (AIS) will be needed for the proposed project, and to prepare the AIS, if one is needed.
Submit this form and all associated files electronically. Submissions may be emailed toDATCP at:, uploaded onto an FTP site, or submitted on a compact disc and mailed to the address above. Maximum file size for email to DATCP is 15 MB.

Agricultural Land UseCategories
All information provided in this form and associated files shouldidentify farming operations according to the following agricultural land use categories. DATCP recommends a minimum mapping unit of one-half acre.
Cropland–Land that is planted in rowcrops, small grains,or hay.
Pasture – Land that supports grass or other vegetation for domestic grazing animals.
Idle or Fallow Fields –Land that is cleared and maintained as agricultural fields but are not currently planted/cultivated.
Specialty Farmland –Unique cropland that does not fit into the categories above. Examples include cropland used to grow vegetables, Christmas tree farms, orchards, nurseries, and horticultural land (such as cranberries, ginseng,fruit farms, hops, and vineyards). Identify the type of specialty farm.
Other Agricultural Land– Land use or structures that do not fit into the above categories and may includewooded areas, wetlands, farm residences, farm buildings, ponds, and private farm roads. Do not include individual bushes, drainage swales, fence rows, which should be included in the associated type of farm land use.
Non-Agricultural Land– All non-agricultural land uses.

Section 2: Associated FilesSubmit the following information in electronic formats including GISfiles (shapefiles or geodatabases) and Excel spreadsheets. GIS shapefiles are preferred but will accept AutoCAD files with a defined coordinate system. See sample spreadsheets for recommended formats and types of data. If GIS data is available, please submit GIS shapefiles.
a)Mailing List. Submit in Excel spreadsheets:
- All properties affected by the proposed project including: landowner names, unique ID (if any), tax parcel number, mailing address, contact information, acres to be acquired, type of acquisition (fee-simple, easement), and identification of those that are agricultural properties.
- Contact information of any other individual, group, club, or committee that has shown an interest in the project or requested an AIS.
b)Project Information. Submit mapdataor maps identifying the existing airport property boundary, the proposed areas of acquisition, and the type of acquisition. / Submitted
c)Land Use. Submit mapsand Excel spreadsheets that identify the DATCP land usecategories (cropland, idle or fallow, pasture, specialty farm, otheragricultural land, or non-agricultural land as defined on Page 1 of this form) for the proposed project areas of acquisition. Provide acres for each land use type. / Submitted
d)Wetlands and Waterways. Any field-delineated wetlands and waterways within the proposed areas of acquisition. / Submitted
e)Maps. Submit electronically project-specific maps showing sufficient detail and location information to fully describe the project. / Submitted

d) Identify the specific improvements that would be included in this project.
e) Discuss the alternatives considered and why they were not proposed.
f) Describe any land use changes or secondary development anticipated to occur as a result of the proposed project.
g) Describe any other perceived adverse, beneficial, or controversial effects of the proposed project on farm operations, as well as any measures designed to reduce the adverse effects or to provide additional benefits.
Section 4: Agricultural Impact Evaluations
a) Provide a table identifying all farm operations, the specificacres of landthat would be required from each farm operation, and the type of acquisition (see sample spreadsheets).
b) If known, identify farm properties, which are operated by someone other than the property owner. Submit a table with information including property address, unique ID (if any), parcel number, and contact information.
c) Describe and/or submit a map showing avigation easements, if any, that would be required, and the minimum height above the ground that would be specified in the easement.
d) Describe any restrictions on land use, crops, structure height, etc., that would be imposed on any farmland acquired by easement as a result of the proposed airport project.
e) Discuss if any farmland purchased in fee-simple would be made available to farm operators on a lease-back basis. If so, identify the parcels and any land use restrictions required on that land.
f) Discuss if any farm buildings or structures would be acquired or relocated as a result of the proposed project.
g) Identify any properties where the proposed project would sever farm parcels, affect cattle passes, or change existing access to farmland. Provide details of the potential impacts to these properties and any proposed mitigation.
h) Identify any known specialty farms that would be impacted by the project and discuss any additional concerns, consultations, and mitigation that would be required to minimize impacts from the proposed construction activities.
i) Identify any known farm properties with livestock and any additional concerns, consultations, and mitigation that would be required to minimize impacts from the proposed construction activities.
j) Describe any potential impacts the proposed project would have on property improvements such as windbreaks, fencing, drainage ditches or tiling, irrigation systems, or wells.
k) Describe the project’s potential impact on trees within the acquired acres.
l) If known, identify any farm operations that are certified organic producers or that incorporate organic practices and discuss any additional concerns, consultations, and mitigation that would be required to minimize impacts from proposed construction activities.
m) If, known, describe any potential indirect impacts to any farmlands (including those that are not being acquired) that would result from the proposed project.
