Encourage / facilitate skills development in employment areas

  1. Summary

(a)Abstract

  • The aim of the project BUSFIL (FIL : "Faciliter / Inciter / Localement") presented to the European Commission under Pillar II of the "Build Up Skills" (BUS) programme by ADEME, Alliance VillesEmploi (with some of its members, the Employment Houses), the négaWatt Institute and FLAME[1](with some of its members, the Local Energy and Climate agencies – ALEC) is to develop and implement territorial schemes in employment areas incorporating three sets of actions with the same two objectives:

-encourage craftsmen and workers in the building sector to develop their skills,

-facilitate their skills development so that they can be the first to seize market opportunities in high-performance energy renovation work and new building projects under the french thermic regulation standards, and renewable energies.

  • The three sets of actions fall into the following main areas:
  1. Use public- and private-sector contracts as levers for developing skills and organising consortia.
    In particular, this involves:
    (a) contributing to the deployment of DOREMI (Operational Scheme for Energy Renovation of Individual Homes), which has been designed and successfully trialled by the négaWatt Institute in Biovallée (Drôme) since 2012,
    (b) modelling and disseminating the methodology developed in Valenciennes by the Maison de l'Emploi (Job Centre) and its partners, with social landlords imposing an obligation to provide on-site training to employees on the businesses to which they award contracts.
  2. Motivating and informing “key local intermediaries” to encourage their craftsmen, employees and future employees to develop their skills.
    These intermediaries include:
    -accountants, bankers, insurers, etc.
    -materials wholesalers
    -careers advisers
    -business start-up and takeover advisers.
    Several Employment Houses and Local Climate and Energy Agencies are successfully carrying out actions of this kind in conjunction with ADEME’s regional departments.
    Their trials will be capitalised and used in the context of the action with which they are associated.
  3. Facilitating the recruitment of job seekers to positions requiring a detailed understanding of the competencies required for work associated with energy efficiency and renewable nergies and overcoming the “lack of availability” barrier raised by craftsmen and employees with regard to training time.
    This involves organising “pathways” that provide access to these positions via work-based learning schemes. It may also involve facilitating employee availability so that they are able to undertake training.
    Pôleemploi and several Employment Houses with Local Integration and Employment Plans have experience in this area, which will be used in the context of the project.

These three sets of actions correspond to some of those featured in the "Build Up Skills” roadmap.

  • The project will consist of two main stages:

Stage 1 (WP2 to WP5)– duration: 12months
Development of schemes based on experiences and “good practices” identified, notably, during BUS Pillar I. The schemes will take account of the specific characteristics of different markets: residential and tertiary, public and private and whether or not a project manager is involved (in the absence of a project manager, craftsmen working on the site need to acquire specific skills, such as being able to organise themselves into groups and coordinate their own activities).
At the end of this stage, a set of methodological guides and tools will be produced.

Stage 2 (WP6) – duration:24 months
Transfer of these schemes to groups of actors (Employment Houses (MDE) and ALECs and their partners in particular) in employment areas to ensure they are implemented there in conjunction with ADEME’s regional departments in the context of Regional Energy Climate Plans (PCET).
Training for the actors concerned will be provided and implementation monitored as part of the project.
