Donor Scoping and Engagement: Signature Programmes

Terms of Reference

1. Background:

At Save the Children, we have a vision of a world where children from all backgrounds and circumstances have enough to eat, protection from preventable sickness and from violence, shelter and care and the education to fulfil their potential. But this is not just a vision. We have every intention of making it reality – and we have already taken the first important steps to ensure that this happens in our lifetime.

Our Signature Programmes are a vast step forward for the sector and for people across the world that are in need of sustainable change. They are innovative programmes designed to harness the powers of partnership, research and assessment to provide specific, evidence-based solutions to the intricate problems of poverty and inequality, first at the local, then national, then international level.

From Kenya to Bangladesh, from Nigeria to Pakistan, we are seeking out the problems that really block change and finding innovative ways to fix them. We are involving external partners as well as local communities and governments, because we know that we are stronger together: if we all work in concert, there is no difficulty too big for us to fix.

In 2013, Save the Children formed two ambitious, strategic global partnerships with GSK and Reckitt Benckiser that have enabled us to kick start our Signature Programmes across three priority countries:

· Democratic Republic of Congo: We are working in partnership with GSK as part of a wider Signature Programme to bring about a significant reduction – a two thirds decline - in morbidity and mortality among newborns and children under five in the DRC. The partnership is focussed on accelerating progress towards achieving MDG 4, reducing child mortality; and is indirectly contributing to improving maternal health, MDG 5, as a secondary target.

· Pakistan: We are working with Reckitt Benckiser in Pakistan as part of a wider Signature Programme approach to test the efficacy and efficiency of the WHO UNICEF ‘7-point plan’ for the prevention and cure of diarrhoea. Specifically, the programme is focused on vaccination against rotavirus, promotion of early and exclusive breastfeeding as well as Vitamin A supplementation, improving water supply and quality, promotion of community-wide sanitation and Oral Rehydration Salt for treatment of diarrhoea. The ambition is to stop diarrhoea being the world’s second biggest killer of children under five by 2020.

To achieve the full scale up of these two Signature Programmes, Save the Children now needs to leverage further funding from other strategic partners and governments, thereby increasing the impact on child health in DRC and Pakistan.

2. Purpose of work:

The overall objective of this assignment is to conduct a comprehensive donor scoping and intelligence of funding agencies in-country and globally for both Signature Programmes and thereafter produce a report that will help in determining potential and like-minded partner agencies that Save the Children UK will target for the next five years in achievement of the strategic objectives and aspirations of the new Signature Programmes. Specifically, the consultant will lead the donor mapping process with a view to actively seeking partnerships with those donors whose priorities are in line with those of the two Signature Programmes as well as seeking to influence donor policies in areas of work that will be crucial to their successful implementation.

3. Accountabilities:

1. Undertake targeted donor scoping and intelligence that responds to the needs and objectives of the two Signature Programmes, including a detailed analysis of donor architecture, nationally and globally; priority issues against Signature Programme strategies and opportunities to influence donor policies on design.

2. Provide SCUK and SC-Pakistan and SC-DRC Country Offices with recommendations on priority donors for the two Signature Programmes across a five year time frame including official institutional multilateral and bilateral donors, UN agencies, Local and International Trusts and Foundations and Corporates (locals and those based overseas).

3. Conduct an analysis of key players in the local fundraising market for each Signature Programme, including a competitor analysis. Advise on potential synergies to be harnessed and possibilities for collaboration.

4. Facilitate the development of a detailed five year fundraising strategy for each Signature Programme.

5. Develop a donor and government engagement plan for each Signature Programme, including key contact persons per agency and a detailed risk matrix truncated to donor and government engagement.

6. Work with SC-DRC and SC-Pakistan country teams and SCUK staff to secure strong collaboration with key government ministries on the three Signature Programmes.

7. Provide a brief for the monitoring and evaluation of progress in local fundraising for the two Signature Programmes.

8. Create an issues log at end of assignment.

4. Deliverables:

For each for the two Signature Programmes the deliverables will be:

1. A detailed Donor Scoping and Intelligence Survey Report.

2. A 5 year Fundraising Strategy.

3. A Government and Donor Engagement Plan.

4. A Monitoring and Evaluation plan for tracking local fundraising progress.

Timing

The consultant will need to commence work as soon as possible (ideally 1st December 2014) and finish by the end of December (subject to review).

Management Arrangements:

The Consultant will report to the Head of Proposal Development.

Required Experience and Skills:

Essential

· Demonstrated experience in Resource Mobilization and Fundraising

· Demonstrated experience in conducting Donor Scoping Surveys and/or Market Research

· Experience in working with donors especially institutional donors, corporates, trusts and foundations locally and internationally

· Experience in funding planning, development of resource mobilization strategies and implementation of RM strategies

· Proven understanding of the donor environment

· Demonstrated skills and experience in report writing

· Impeccable organisational skills - project management, operational planning, monitoring and evaluation

· Builds and maintains effective relationships & networks

· Experience of developing and supporting teams, and the ability to lead and motivate

· An in depth understanding of international development issues

· Excellent interpersonal, communication and presentation skills

· Fluency in written and spoken English and French.

· Willingness to travel

Desirable

· A technical Health background

· Knowledge of UN, World Bank and the EC

· Knowledge of Pakistan and DRC – and specifically their national & provincial governance systems

· Familiarity with Save the Children ways of working & systems

To be determined by Consultant in consultation with the Head of Proposal Development and Regional Heads at SCUK and SC Country Office teams.
