National Emission Standards for Hazardous Air Pollutants (NESHAP): Surface Coating of Plastic Parts and Products 40 CFR 63 Subpart PPPP and 40 CFR Subpart A, §63.9 General Provisions
Applicable Rule:40 CFR Part 63 -National Emission Standards for Hazardous Air Pollutants for Source Categories, Subpart A – General Provisions. Initial notification is being made in accordance with §63.9(b) and as required by §63.3910.
If you own or operate an affected source, submit this report WITHIN 120 CALENDAR DAYS after your plastic parts and products surface coating process becomes subject the NESHAP PPPP.

My facility is a major source of Hazardous Air Pollutants (HAPs). Complete the remaining questions.
My facility is an area source of HAPS. The facility is not subject to this rule. Records of your applicability determination must be maintained on site for 5 years. See 40 CFR 63.10(b)(3)
Note: A major source is a facility that emits or has the potential to emit greater than 10 tons per year of any on HAP or 25 tons per year of multiple HAPs. All other sources are considered to be area sources. The major/area source determination is based on all HAP emission points inside the facility fence line, not just inside the facility itself.
4. Are your coating operations EXCLUDED from this rule? [§63.4481(c)(1)-(6)]
YES. All the coating operations at my facility meet one or more of the criteria below (These coating lines are EXCLUDED as part of the affected source subject to this rule. If all coating operations at your facility are excluded, proceed to item 9Certification).
The total volume of coating used to coat plastic parts and products is less than 100 gallons per year (not including coatings that are considered non-HAP [§63.4581]).
The coating operations use only coatings, thinners and other additives, and cleaning materials that are considered non-HAP [§63.4581].
The surface coating operations occur at a research or laboratory facility, or are part of janitorial, building, and facility maintenance operations, or that occur at hobby shops that are operated for noncommercial purposes.
The coating operations involve the surface coating of plastic parts and products performed on-site at installations owned or operated by the Armed Forces of the United States (including the Coast Guard and the National Guard) or the National Aeronautics and Space Administration, or the surface coating of military munitions manufactured by or for the Armed Forces of the United States (including the Coast Guard and the National Guard).
Surface coating operation where plastic is extruded onto plastic parts or products to form a coating.

5. Are you using compliance with the Automobiles and Light-Duty Trucks NESHAP (40 CFR 63, Subpart IIII) to constitute compliance with this NESHAP for your plastic parts coating operations? [§63.4510(b)]
YES. Proceed to item 9 Certification. No other notification is required under this NESHAP.
