CONSTRUCTION PHASE PART A- SPECIFIC CONDITIONS
1 / “Consent to establish” shall be obtained from Punjab Pollution Control Boardunder Air (Prevention & Control of Pollution) Act, 1981 and Water
(Prevention & Control of Pollution) Act, 1974 and a copy of the same shall
be submitted to the Ministry of Environment & Forests / State Level
Environment Impact Assessment Authority before the start of any
construction work at site / Consent to establish is already obtained from Punjab Pollution Control Board and copy of the same is already sent to you.
2 / All required sanitary and hygienic measures should be in place before
starting construction activities and to be maintained throughout theconstruction phase. / All required sanitary and hygienic measures are in place before starting construction activity and these will be maintained throughout the construction period.
3 / A first aid room will be provided in the project both during construction andoperation phase of the project. / A First aid facility has been provided in the construction site project office for any eventualities consisting of

3. Medicated Cotton, Hydrogen Peroxide Etc
The above first aid kit will also be maintained in the security room during the occupancy ofthe project
4 / All the topsoil excavated during construction activities should be stored for
use in horticulture / landscape development within the project site. / The excavated top soil was kept separately and shall be used for green belt development in the project
5 / Disposal of muck during construction phase should not create any adverse
effect on the neighbouring communities and be disposed off after taking thenecessary precautions for general safety and health aspects of people with
the approval of competent authority. / Muck & other materials will be disposed off without creating any adverse effect on the neighboring communities and taking the necessary precautions for general safety and health aspects
6 / Construction spoils, including bituminous material and other hazardousmaterial, must not be allowed to contaminate watercourses and the dump
sites for such material must be secured, so that they should not leach into

7 / The diesel generator sets to be used during construction phase should be oflow sulphur diesel type and should conform to the provisions of Environment
(Protection) Act, 1986 prescribed for air and noise emission standards. / The DG sets are provided with acoustic enclosures to reduce the propagation of noise to the surrounding environment & we are using low diesel sulphar as fuel in order to reduce the pollution load
8 / Vehicles hired for bringing construction material to the site and othermachinery to be used during construction should be in good condition andshould conform to applicable air and noise emission standards / The Vehicles used for bringing construction material at site are generally in good condition and Well maintained, Also they were operated during non-peak hours (Night and morning times).
9 / Ambient noise levels should conform to prescribed standards both during
day and night. Incremental pollution loads on the ambient air and noise
quality should be closely monitored during construction phase. / Ambient noise levels shall be analyzed during the day and night in the project area & it shall be done through out construction phase.
10 / Fly ash should be used as construction material in the construction as perthe provisions of Fly Ash Notification of September, 1999 and as amended
on August, 2003 (This condition is applicable only if the project is within 100Km of Thermal Power Station). / Ready mix concrete is used for construction which contains fly ash
11 / Ready mixed concrete should be used in building construction as far as

12 / Water demand during construction should be reduced by use of premixedConcrete, curing agents and other best practices. / Ready mix concrete has been used for construction to reduce the water consumption and the curing agents are added to the concrete and cement mortar to reduce the water required for curing apart from this best construction practice is being followed to reduce water consumption during construction
13 / Separation of drinking water supply and treated sewage supply should be
done by the use of different colours. / Dual piping system shall be provided to separate grey and black water.
14 / Fixtures for showers, toilet flushing and drinking should be of low flow eitherby use of aerators or pressure reducing devices or sensor based control / The plumbing to reduce water loss and high pressure low volume plumbing faucets will be provided in the project
15 / Adequate steps shall be taken to conserve energy by limiting the use of
glass, provision of proper thermal insulation and taking measures as
Prescribed under the Energy Conservation Building Code. / High quality with low emission glass with reflective absorption shall be used for windows or panes with special coating in order to reduce the power load.
16 / The approval of competent authority shall be obtained for structural safety
of the buildings due to earthquakes, adequacy of fire fighting equipments
etc. as per National Building Code including protection measures from
Lightning. / It shall be done
17 / Provision shall be made for the housing of construction labour within the sitewith all necessary infrastructure and facilities such as fuel for cooking,mobile toilets, mobile STP, disposal of waste water & solid waste in anenvironmentally sound manner, safe drinking water, medical health care,
crèche etc. The housing may be in the form of temporary structures to be
removed after the completion of the project. / It is already being done.
GENERAL CONDITIONS:
1 / This environmental clearance will be valid for a period of five years from thedate of its issue or till the completion of the project, whichever is earlier. / Agreed.2 / The environmental safeguards contained in the application of the promoter /
mentioned during the presentation before State Level Environment Impact
Assessment Authority/State Expert Appraisal Committee should beimplemented in letter and spirit. / Agreed.
3 / The entire cost of the environmental management plan (i.e. capital cost as
well as recurring cost) will continue to be borne by the project proponentuntil the responsibility of environmental management plan is transferred tothe occupier/residents society under proper MOU after obtaining priorpermission of the Punjab Pollution Control Board. / Agreed.
4 / The project proponent shall also submit six monthly reports on the status ofcompliance of the stipulated EC conditions including results of monitored
data (both in hard copies as well as by mail) to the respective Regionaloffice of MoEF, the Zonal Office of CPCB and the SPCB/SEIAA. / Agreed, it shall be submitted every six month.
5 / Officials from the Regional Office of Ministry of Environment & Forests,
Chandigarh / State Level Environment Impact Assessment Authority / State
Level Expert Appraisal Committee / Punjab Pollution Control Board who
would be monitoring the implementation of environmental safeguards
should be given full cooperation, facilities and documents / data by the
project proponents during their inspection. A complete set of all the
documents submitted to State Environment Impact Assessment Authority
should be forwarded to the CCF, Regional Office of Ministry of Environment& Forests, Chandigarh/State Level Environment Impact AssessmentAuthority. / Full cooperation , facilities & documents/ data will be provided to the officials of Regional office of MoEF Chandigarh/ SEAC/ PPCB.
6 / In the case of any change(s) in the scope of the project, the project wouldrequire a fresh appraisal by State Environment Impact Assessment
Authority. / A fresh application will be Submitted to MoEF, if any change in scope of the project.
7 / Separate distribution pipelines be laid down for use of treated effluent / rawwater for horticultural/gardening purposes with different colour coding. / Agreed, it shall be done.
8 / All other statutory clearances such as the approvals for storage of dieselfrom Chief Controller of Explosives, Fire Department, Civil Aviation
Department, Forest (Conservation) Act, 1980 and Wildlife (Protection) Act,1972 etc. shall be obtained, by project proponents from the competentauthorities including Punjab Pollution Control Board and from other statutorybodies as applicable. The project proponent shall also obtain permission
from the NBWL, if applicable. / Agreed, it shall be done.
9 / The project proponent should advertise in at least two local newspaperswidely circulated in the region, one of which shall be in the vernacular
language informing that the project has been accorded environmentalclearance and copies of clearance letters are available with the Punjab
Pollution Control Board. The advertisement should be made within sevendays from the day of issue of the clearance letter and a copy of the sameshould be forwarded to the Regional Office, Ministry of Environment &Forests, Chandigarh. / Agreed.
10 / These stipulations would be enforced among others under the provisions ofWater (Prevention & Control of Pollution) Act, 1974, Air (Prevention &
Control of Pollution) Act, 1981, Environmental (Protection) Act, 1986, thePublic Liability (Insurance) Act, 1991 and EIA Notification, 2006. / Agreed.
11 / Environmental clearance is subject to final order of the Hon'ble SupremeCourt of India in the matter of Goa Foundation Vs. Union of India in Writ
Petition (Civil) No. 460 of 2004 as may be applicable to this project anddecisions of any competent court, to the extent applicable. / Agreed.
12 / The project proponent shall obtain permission from CGWA for abstraction of5125 KLD of groundwater. / Agreed, we have already applied for the same as soon as we get the same it a copy of the same shall be sent to your office.
13 / The project proponent shall comply with the conditions imposed in thepermission for change of land use (CLU) by the Department of Town &
Country Planning, Punjab vide No. 3368 dated 21.04.2009 No. 4156 dated28.05.2010 No. 8648 dated 12.12.2010 No. 4613 dated 29.06.2011 No.
5531 dated 05.08.2011 No. 5829 dated 19.08.2011 No. 7048 dated18.10.2011 and No. 4143 dated 13.08.2012. / Agreed, it shall be done in accordance with CLU by Department of Town and country planning, Punjab vide No. 3368 dated 21.04.2009 No. 4156 dated

14 / A copy of the clearance letter shall be sent by the proponent to concernedPanchayat, ZillaParishad/ Municipal Corporation, Urban local body and the
local NGO, if any, from whom suggestions / representations, if any, werereceived while processing the proposal. The clearance letter shall also be puton the website of the Company by the proponent. / Agreed, it shall be done.
15 / The proponent shall upload the status of compliance of the stipulated ECconditions, including results of monitored data on their website and shallupdate the same periodically. It shall simultaneously be sent to the RegionalOffice of MoEF, the respective Zonal Office of CPCB and the SPCB. Thecriteria pollutant levels namely; PM2.5, PM10, SO2, NOx, CO, Pb, Ozone
(ambient air as well as stack emissions) shall be monitored and displayed ata convenient location near the main gate of the company in the public
domain. / Agreed, it shall be done
16 / The project proponent shall adhere to the commitments made in theEnvironment Management Plan and Corporate Social Responsibility. Rs.15.00
lacs will be utilized for following activities under Corporate SocialResponsibility.
Arrangement for youth of the area in vocational courses.
Health camps will be organized in the area.
Books and bags will be distributed in the schools of Village Bharonjia.
Widening of road in the vicinity of the project.
The management will give preference in the job to nearby area
people.
Sapling will be distributed in the area.
The Director of Company will be responsible for implementation of
CSR / Agreed, it shall be done
17 / The State Environment Impact Assessment Authority reserves the right toadd additional safeguards/ measures subsequently, if found necessary, and
to take action including revoking of the environmental clearance under theprovisions of the Environmental (Protection) Act, 1986, to ensure effectiveimplementation of the suggested safeguards/ measures in a time bound and
Satisfactory manner. / Agreed.
18 / Any appeal against this environmental clearance shall lie with the NationalGreen Tribunal, if preferred, within a period of 30 days as prescribed under
Section 16 of the National Green Tribunal Act, 2010. / Agreed.
