The Joint Collector, Karimnagar, vide the ref. 2nd cited, has stated that as per the Govt. instructions the farmers need not pay the handling charges at the procurement centers except for unloading their stocks. But in the IKP Centers of Karimnagar district farmers were forced to meet the entire hamali charges starting from unloading, Weighment, stitching and loading the paddy into trucks contrary to the Government Orders.
Further it was informed by the Joint Collector, Karimnagar that the farmers representative of the district brought this aspect to the attention of District Authorities and requested to save farmers from the burden of paying hamali charges from weighment to loading of the paddy into trucks. Therefore the District Collector, Karimnagar has ordered that as per the orders of the Government, hamali charges from weighment stage are to be paid by the VOs of the IKP out of the commission 2.5% payable to them.
The VC & MD, APSCSCL, Hyderabad has issued the clarification on handling charges with the approval of the Commissioner of Civil Supplies & EOS to Government, vide the ref. 5th cited, that the handling charges viz. weighment, stitching and stacking / loading at PPCs / AMCs and the hamali charges thus fixed will have to be borne by the buyers of the stocks at PPCs / AMCs including the State Procuring Agencies, the expenditure on these transactions including loading has to be met by these agencies and should not be charged to the farmer.
The Chief Executive Officer (SERP) has informed, vide the ref. 6th cited, that the hamali charges shall not met by the IKP Groups from out of their commission payable and APSCSL shall alone meet such expenditure as they are nodal agency for procurement of paddy in the State and it was also requested to fix the uniform hamali charges.
The matter has been again examined in detail and the following clarification is issued:
1. In the G.O.Ms.No.24, dt: 03.10.2011, CA, F& CS (CS.I) Department, Govt. of AP at Para No.37 clearly mentioned that “The handling charges should include weighment, stitching and stacking / loading at PPCs / AMCs. The hamali charges, thus, fixed will have to be borne by the buyers of the stocks at PPCs / AMCs including the State Procuring Agencies “.
2. The Commissioner of Civil Supplies & EOS, Govt. of AP ordered that “as per the rules in vogue the IKP Groups have to bear the expenditure on hamali charges. This is not provided in the CMR costing and therefore, the Govt. of India will not reimburse this expenditure. As matters stand now, it has to be met from the margin of 2.5% provided to the IKP Groups. Hence, it is not possible to concede the request of the SERP “. However, in para No.9 of the Memorandum of understanding (MOU) between the APSCSCL and the PD, IKP, communicated along with the operational guidelines states that the APSCSCL agreed to pay commission of 2.5% to the Village Organizations towards handling and service charges.
