5. Consideration and vote on amendments to Constitution
This item was moved to later in the meeting.
Power 10 suggested changes in wording to Article II section ‘a’ to add
“or are home schooled or the equivalent in 7 through 12 grades.’
Although the motion was seconded by Sarasota Scullers, and passed by the membership it was rendered inoperative because the motion had not been circulated to the membership according to the by-laws.
A second Power 10 motion was put to a straw poll, because it had not been sent to the membership. This motion stated “A new/novice rower and parent have the right to choose a youth or scholastic program if the student is enrolled in a school that offers rowing. A middle school student may elect to remain with the program with which s/he began.
In the straw roll-call vote the motion was defeated 21-6, with 9 absent
6. Setting the following year’s Membership Dues
(Currently $150.00, $200.00 after the new year).
Discussion ensued regarding the amount tin the treasury and what the mission/focus of FSRA should be. Suggestions included scholarships, course improvements, financial support for new programs
Jacksonville Episcopal moved that a committee be established to explore and redefine the mission of FSRA. Pine Crest seconded.
In ensuing discussion, Tom Feaster suggested the need for drug-testing, and that perhaps the FSRA should consider being pro-active in this
Motion to establish a Mission Committee passed.
Winter Park moved the current dues structure be retained. Motion was seconded by Bolles and passed unanimously.
7. Discussion of annual race schedule

Winter Park moved that men’s weight at the Statae Championship should be 150 lbs., women remain at 130. The motion was seconded by Sarasota Crew. The motion passed.
Review of 2008:
Need for more seeding input.
Plans for 2009
Request for a weekly ranking system and better reporting of two and three-way races.
The Regatta Committee has determined that the top Scholastic team in each event would receive gold medals.
The goal is to have all heats, reps and semis on Saturday.
There is a need for off-site parking on Friday
Parents will be more involved in organizing volunteers, freeing coaches to coach.
The website will provide 0n-line registration.
Plans are being made for better video coverage
9. Junior National Team Testing
ID camps are being planned for March 8, 2009 in Orlando.
Steve Hargis, the USRowing Junior National Development Coach addressed the need to expand the role of development camp. For girls, USRowing is looking for 7:25 for girls who are 2 years out, 7:20 for 1 year out and 7:10 for girls to be selected to train for Junior Worlds. He suggested a High Performance camp that would bring top athletes from each program together once a month or so, giving rowers a chance to compete in regional groups. He suggested a parallel coaches clinic.
