The DABS, Islamic Republic of Afghanistan (the “Recipient”)has been allocated grant funds (Afghanistan Reconstruction Trust Fund Grant), (the “Grant”) from the International Development Association, World Bank(the “Bank”) towards the cost of CASA-1000 Project, executed by Da Afghanistan Breshna Sherkat (DABS) (the “Client”), and intends to apply part of the proceeds for the consulting services.

The consulting services (“the Services”) includeEnvironmental and Social Impact Assessment (ESIA)for CASA-1000 Project. The main objective of the assignment is to conduct an ESIA, obtain approval from the State Agency for Environmental Protection/State Ecological Expertise and prepare an EMP for the proposed activities within the territory of the Islamic Republic of Afghanistan.

ESIA shall include following investigation and information:

  • The ESIA shall provide information on the environmental and social setting for the different types of physical, biological and social‐economic‐cultural environments.
  • The ESIA shall provide information on potential impacts (direct, indirect and cumulative) and their magnitude and frequency on physical, biological, social‐economic‐cultural resources resulting from construction, operation and a look ahead towards closure issues of the proposed project and associated on-site and off-site facilities (e.g., access roads, borrow pits, workers camps if any, transportation and storage of construction equipment and materials) if relevant.
  • ESIA must include measures designed to mitigate potential adverse impacts to physical, biological and social‐economic‐cultural resources from construction, operation and closure of the proposed project. These shall include measures to avoid and prevent, and if needed, to reduce or minimize adverse impacts.
  • ESIA shall include an Environmental Management Plan (EMP) to prevent, mitigate and monitor each potential impact identified in the ESIA.
  • ESIA and EMP report shouldalso describe the public consultations process followed, including a summary of key issues/concerns raised and how they were addressed.
  • The consultant makes sure that ESIA will be in full compliance with national policies and legislation and World Bank Safeguard Policies and standards.

The Da Afghanistan Breshna Sherkat (DABS) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short listing criteria are:

  1. The firms should have been in the business for the last 5 years.
  2. The firms shall be financially sound with an annual average turnover of more than US$450,000 during last three years
  3. The firms should have at least 1 similar contractexperience in environmental and social impact assessmentand with the value of more than US$400,000
  4. Availability of skills among staff (Environmental and Social Safeguards Specialists working within the firm).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers,January 2011 (Revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. This will be a Time Based contract and the consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
