House of Commons Nursery

Appendix 1: Eligibility Criteria

To be eligible to apply for a place at the House of Commons Nursery you must:

  1. meet the General Criteria; and
  2. fall within one of the Specific Categories listed below.

GENERAL CRITERIA

  1. You must hold a valid Parliamentary pass and
  2. Either:
  3. Your Parliamentary pass isnot due for renewal within 12 months from the date of application; or
  4. (if you are not a Member of the House of Commons or House of Lords) if your Parliamentary pass is due for renewal within 12 months from the date of application, you mustprovide written confirmation from your employerthat they are content to sponsor your pass to a date that is at least 12 months from the date of application.
  5. If you are a Civil Servant, you must also prove that you are security cleared to at least CTC level by producing a certificate of security clearance from your employer.

SPECIFIC CATEGORIES

The following people may apply for a place at the Nursery for their child(ren) and/or grandchild(ren):

Member of the House of Commons or House of Lords

Your eligibility will cease automatically if you cease to be a Member or Peer.

An employee of a Memberor Peer

Your eligibility will cease automatically if:

  • You leave the employment of the Member or Peer, or
  • Your employer ceases to be a Member or Peer.

Staff member of either House, orthe Parliamentary Digital Service

Your eligibility will cease automatically if you leave the employment of either House or the ParliamentaryDigital Service.

The following people may apply for a place at the Nursery for their child(ren) only:

Staff member of a political party

The political party for which you work must have at least one Memberrepresented in the House of Commons or House of Lords.

Your normal place of work must be on the Parliamentary Estate or your party’s headquarters.

Your eligibility will cease automatically if:

  • You leave the employment of your party, or;
  • Your normal place of work ceases to be on the Parliamentary Estate or your party’s headquarters; or
  • The party for which you work ceases to be represented in Parliament.

Member of the Press Gallery

Your normal place of work must be the Press Gallery.

Your eligibility will cease automatically if your normal place of work ceases to be the Press Gallery.

Civil servant

You must be employed as a civil servant by any one of the Government departments listed below:

  • Attorney-General’s Office
  • Cabinet Office
  • Department for Business, Innovation and Skills
  • Department for Communities and Local Government
  • Department for Culture, Media and Sport
  • Department for Education
  • Department for Energy and Climate Change
  • Department for Environment, Food and Rural Affairs
  • Department for International Development
  • Department for Transport
  • Department for Work and Pensions
  • Department of Health

  • HM Treasury
  • Home Office
  • Ministry of Defence
  • Ministry of Justice
  • Northern Ireland Office
  • Office of the Advocate General for Scotland
  • Office of the Leader of the House of Commons

  • UK Export Finance
  • Wales Office

Your eligibility will cease automatically if you leave the employment of the Government departments listed.

Member of the Armed Forces

You must be a member of the Royal Navy, the Royal Marines, the Army or the Royal Air Force.

Your normal place of work must be the Ministry of Defence headquarters building on Whitehall.

Your eligibility will cease automatically if:

  • You leave the regular forces; or
  • Your normal place of work ceases to the MOD HQ building.

Contractor

Your normal place of work must be on the Parliamentary Estate.

Your eligibility will cease automatically if:

  • The contract between your employer and either House terminates or expires;
  • Your normal place of work ceases to be on the Parliamentary Estate or
  • You leave the employment of the contractor.
