Parent and Children Together
The Santa Clarita Valley Special Education Local Plan Area (SELPA) includes the Castaic, Newhall, Saugus, and Sulphur Springs elementary school districts.
The SELPA provides an array of services for infants and toddlers with special needs from birth to three years of age. Eligible children include those who are deaf/hard of hearing or have severe orthopedic impairments and/ or visual impairment, which may impact their development.
Children may be referred by parents, educators, health care professionals, the Regional Center, and other community resources. Following the referral, the family will be contacted by the interim service coordinator for an intake interview to begin the assessment process. The family is encouraged to actively participate as members of the assessment team which includes credentialed teachers and specialist.
The team will discuss priorities, review medical records, and assess the development of the child to determine eligibility.
Based on the assessment, an Individual Family Service Plan (IFSP) will be developed by the family and professional. The IFSP is reviewed every six months and updated to reflect changes in developmental levels and family priorities.
Transition to preschool begins when the child is two and one-half years of age. Families are guided through the process by the service coordinator and the infant-toddler team. By age three the child will have completed the transition to preschool services.

Families who desire a home visit are seen weekly by an infant teacher/ specialist.
