GUIDANCE DOCUMENT ON JOINING EXISTING COMMITMENTS OF THE ACTION GROUP A1 ON PRESCRIPTION AND ADHERENCE TO MEDICAL PLANS

Foreword

Stakeholders who wishto be involved in the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA), with a view to contribute to the implementation of its Strategic Plan, have an opportunity to do so through the following means:

  • by submitting a commitment to join one of the six existing Action Groups of the Innovation Partnership;
  • by becoming a Reference Site;
  • by getting involved in the Marketplace for innovative ideas.

The aim of this document is to clarify how to become a member of the Action Group A1, which is committed to implementing innovative solutions to improve older people adherence to prescription and medical plans, along the lines described in its specificAction Plan.

Joining action group A1

The ‘standard’ way for joining one of the existing Action Groups established under the EIP on AHA is by responding to aninvitation for commitment[1] launched by the European Commission.

In response to the Strategic Implementation Plan of the EIP on AHA[2], the Commission launched its first invitation for commitments on 4 February 2012, and a second roundon 14 January 2013.

No new Call for Commitments is foreseen in the immediate future, potential interested stakeholders have the opportunity to become part of an Action Group by joining an existing commitment led by an A1 Action Group member.

This possibility is open to both single organisationsand groups of organisations joiningthe same commitment together.Prospective applicants need to fill-inthe application form (see annex).

Each new organisation that commits to support and contribute to an existing commitment has to fulfil the same general criteria and EIP principleswhich were requested to stakeholders applying to the 1st and 2nd invitation for commitments, and to prove their capacity to give a concrete added value to the existing commitment (no position of “observer” can be admitted).

Application process

1-Consult the Action Plan of the identified A1 Action Group you are interested in joining in, this in order to make sure that you can make a contribution to one or more of its deliverables and/or identify and fill gaps. See Q3 in the FAQ for more information on Action Plans.

2-Identify the commitment within the A1 Action Group you wish to join in. You should analyse the commitments in the A1 Action Group of relevance, check which one best matches your aspirations and contemplate seriously on how you could bring a concrete contribution.

3-Once you have identified the commitment, interested stakeholder(s) are encouraged to contact thecommitmentleader in view of joining and extending its commitment.

4-After agreement of the commitment leader to join its existing commitment, the applicant(s) can fill-in the membership application template (see annex) which needs to be discussed withthe commitment leader.The commitment leader is also entitled at this stage to ask for additional clarifications.

5-After receiving a positive feedback from the commitment leader, you can then submit an application for commitment to the person in charge supporting the AG A1 from the PROEIPAHA consortium ), which is Anna Kivilehto,

Note that you will need to indicate which deliverables and/or gaps of the Action Plan you will address.

6-The submitted applications will be assessed by the coordinators of the Action Group and by the European Commission,on whether the general criteria and EIP principles are met or whether some additional clarifications are still needed. Stakeholders, whose applications do not meet all of the conditions listed above, will be invited to develop their applications further.

7-Once the application is favourably assessed, the stakeholder(s) will be invited to join Action Group A1, and to consider joining one of the existing groups working collaboratively on specific themes[3].

[1]A commitment is a set of measurable and concrete activities at local, regional or national level performed by those stakeholders who have joined the Partnership.

[2] The Strategic Implementation Plan (SIP) was adopted by the high level Steering Group of the EIP at its meeting of 7 November 2011; it outlines a common vision and a set of operational priority actions to address the challenge of ageing through innovation.

[3] The Action Group A1 has four collaborative working areas: adherence to medical plans, user/patients empowerment, polypharmacy, and research and methodology.
