A Regular Meeting of the Napa County Board of Education was called to order at 3:04 p.m. on Tuesday, January 5, 2016, at the Napa County Office of Education, 2121 Imola Avenue, Napa, California, President Janna Waldinger presiding. Members Present: Ann Cash, Steve Orndorf, Lisa Lindsey, Jennifer Kresge, and Don Huffman. Member via teleconference until 3:50 p.m.: Ken Slavens.
The salute to the Flag was led by Mr. Huffman.
Visitors were welcomed to the meeting.
The Agenda was approved on a motion by Mr. Huffman and a second by Mrs. Lindsey. Ayes: Mrs. Waldinger, Mr. Slavens, Mrs. Cash, and Mr. Orndorf. Noes: None. Mrs. Kresge not present to vote.
The Minutes of the December 1, 2015 meeting were approved on a motion by Mrs. Cash and a second by Mr. Orndorf. Ayes: Mrs. Waldinger, Mrs. Lindsey, Mr. Slavens, and Mr. Huffman. Noes: None. Mrs. Kresge not present to vote.
There were no comments from the public.
1.  Dr. Nemko reported that Napa County Office of Education has received a $2,000 grant from Community Projects for the annual Every Student Succeeding event that honors 70 outstanding Napa County students for their ability to persevere in spite of enormous challenges.
2.  Dr. Nemko read a letter from the Redwood Food Bank thanking Napa County Office of Education for being a valued partner in the quest to end hunger in our community.
3.  Dr. Nemko read a letter from Travis Credit Union thanking her for speaking at the 10th Annual Cal Grant presentation held at Cal Maritime Academy. Travis offers $1,500 scholarships to 20 members each year who are high school seniors bound for college in the fall.
4.  Dr. Nemko reported that the Brogliatti Foundation has donated $5,000 to the Superintendent’s fund for the benefit of students in need of clothing.
5.  Dr. Nemko reported that the Grable Foundation will present on their Remake Learning mission at the P-16 Council meeting on February 22, 2016. Remake Learning is a council comprised of leaders in education, government, and business sectors working together to support teaching, mentoring, and design.

6.  Dr. Nemko reported that she will participate in a webinar, sponsored by CDW, to discuss the $50,000 Collaboration Nation award that Napa County Office of Education won for collaborating with other departments on creating advanced technology in the classroom.
7.  Dr. Nemko reported that she was asked to present an overview on education in Napa County at Rotary on January 13, 2016.
Consent Agenda Item 3.A. (Temporary County Certificates) was passed on a motion by Mr. Huffman and a second by Mrs. Cash. Ayes: Mr. Slavens, Mrs. Kresge, Mrs. Waldinger, Mrs. Lindsey, and Mr. Orndorf. Noes: None.
No action was taken on Consent Agenda Item 3.B. (Board Member Compensation).
Backup information on the consent items was included in the Board packets and is on file in the Superintendent’s office.
Mrs. Kresge reported that Legislative Action Day is Tuesday, March 15, 2016.
Mrs. Waldinger asked the Board members to review the Napa County Office of Education 2015 Legislative Agenda and to consider updates for the 2016 brochure.
The Board accepted the Personnel Activity Report as presented.
Mr. Schultz reported on Governor Brown’s 2015-16 Budget Proposal. The CTE incentive grants were oversubscribed. We are awaiting the determination of Napa County Office of Education’s grant proposal.
Mr. Schultz reported that the soil survey came back well for the proposed Court and Community School facility. The Solar project is moving forward and is anticipated to be in service by October 2016.
Mr. Schultz distributed an updated NCOE 2016-2017 Fiscal Year Budget Calendar and reported the Local Control and Accountability Plan (LCAP) and Budget Public Hearings will be held at the regularly scheduled meeting on June 7, 2016. The adoption of the final budget and LCAP report will be presented at the June 16, 2016 meeting.
