JOB PURPOSE
The Chair of the Governing Body will have specific responsibility for leading the Governing Body and ensuring that it remains continuously able to discharge its duties and responsibilities as set out in the CCG constitution.The Chair will also lead the Governing Body in creating a vision for the organisation sharing this in a way that local communities understand.
The post holder will support the Clinical Chief Officer (Accountable Officer) in leading the organisation. The Chair will work to support the improvement of health and wellbeing locally, providing a figure head for CCGPartnership working and integrated commissioning with partner organisations.
The Chair will also act as the CCG Lay Member for championing patient and public involvement.
The post holder will bring specific expertise, knowledge and experience of the local community to the work of the Governing Body, to enable the CCG to effectively engage with its population.
DUTIES AND RESPONSIBILITIES
There are core elements of the Chair’s Role that are common to all members of the Governing Body. This is because the Chair will have shared responsibility and accountability for the delivery of the organisation’s objectives with the rest of the Clinical Commissioning Group leadership team.In addition, the Chair shouldensure that the CCG exercises its functions effectively, demonstrating good governance within the terms of the CCG Constitution as agreed by its members. The Chair should also make certain that the CCG commissions the highest quality services, providing the best possible outcomes for patients within the resource allocation.
GOVERNANCE
- As a member of the Governing Body ensure that the critical link between good governance and improvements in outcomes for patients is in place and monitored
- Promote an organisational culture where good governance is embedded into the working practices
- Ensure there is an effective system for hearing the voice of patients and public, understanding their expectations and where appropriate ensuring that they are met
- Ensure that the CCG behaves with the utmost transparency and responsiveness at all times and is able to account to its local patients and stakeholders and NHS England
- Attend the CCG Senate
PATIENTS & PUBLIC
- Provide challenge to and scrutiny of the work of the CCG, to ensure that decision-making in relation to care to be commissioned for patients and the public results in the delivery of high quality services that are value for money
- Promote engagement and relationship building with local patients, public and stakeholders to ensure effective mechanisms for discussion are built and maintained
PLANNING AND COMMISSIONING
- Promote CCG partnership working as required and to oversee joint commissioning arrangements.
- Support the CCG leaders as they make plans and take decisions on the commissioning of healthcare services which improve health outcomes, reduce inequality and improve quality outcomes and patient experience whilst delivering the best possible use of public funds.
- Develop strong strategic relationships with GP member practices, stakeholders and partners through engagement, credibility and leadership to enable a culture where patients and member practices have a voice and the community remains at the heart of discussions and decisions
- Attend the local Health and Wellbeing Board
CORPORATE AFFAIRS
- Contribute to a programme of organisational development for the CCG that supports the CCG’s overall strategy, vision and values.
- Act in the best interests with regard to the health of local populations at all times; ensuring good governance remains central and that the Nolan Principals of Public Life are adhered to at all times and that there is compliance with the NHS code of conduct.
GENERAL DUTIES
- Chair monthly CCG group meetings.
- Attend other relevant meetings in particular the Blackburn with Darwen Health & Wellbeing Board.
- As a member of the Governing Bodies of the CCG, ensure that it commissions the highest quality services with a view to securing the best possible outcomes for its patients within the resource allocation and maintain a consistent focus on quality, integration and innovation.
- Ensure the voice of the member practices is heard and the interests of patients and the community remain at the heart of discussions and decisions.
- Ensure the CCG, when exercising its functions, acts with a view to securing health services that are provided in a way which promotes the NHS Constitution.
- Provide appropriate challenge to colleagues across the Governing Body.
- Contribute to the development and embedding of the vision, aims and business objectives of the CCG.
- Ensure that the CCG values diversity and promotes equality and inclusivity in all aspects of the business.

Disqualification Criteria preventing Appointment to a Governing Body Role
Some individuals are not eligible to be appointed to CCG governing bodies. These include people who:
- are not eligible to work in the UK
- have received a prison sentence or suspended sentence of 3 months or more in the last 5 years;
- are the subject of a bankruptcy restriction order or interim order;
- have been dismissed (except by redundancy) by any NHS body;
- are under a disqualification order under the Company Directors Disqualification Act 1986;
- Have been removed from trusteeship of a charity.
