General Statement:
The Idaho Primary Care Association (IPCA) is a non-profit organization that provides assistance to a network of health centers and other safety-net providers, supports the development of Community Health Centers (CHCs) in Idaho, and enhances the operations and performance of health centers.
The IPCA Director of Care Improvement and Innovationis responsible for developing and managing the clinical quality program for Idaho’s statewide network of Community Health Centers. In this role, theDirector of Care Improvement and Innovationworks closely with CHCsto implement clinical quality improvement prioritiesand providetraining and technical assistance in the areas of clinical quality, clinical operations, and practice management.
Primary Responsibilities:
- Provide strong supervision and management for all quality program staff, including: PCMH/MU Program Manager, HIT Project Manager, and Project Specialist.
- Direct and plan IPCA work related to all CHC quality programs.
- Manage grant writing, budgeting, financial oversight, and workplan progress for all quality improvement funding sources.
- Provide direct technical assistance to CHCs on all quality issues, including: accreditation, licensing, Patient-Centered Medical Home (PCMH) transformation and recognition, malpractice coverage (Federal Tort Claims Act - FTCA), HIPAA, facility expansions, pharmacy, laboratory, health information technology, cost-containment, workforce standards, etc.
- Provide oversight for IPCA’s HRSA Health Center Controlled Network grant.
- Maintain strong relationships with Idaho partners working on related efforts, and with other state, regional and national partners; participate on committees and coalitions.
- Coordinate closely with IPCA ExecutiveDirector to ensure alignment of quality improvement activities andIPCApolicy agenda.
- Assume other duties as assigned by the Executive Director.
Required Qualifications:
- Bachelor’s Degree in related field.
- At least five years of experience in the fields of health center operations, community health, public health, or non-profit management.
- Strong supervisory and project management skills.
- Demonstrated ability to work with customer/client groups and/or experience in membership organizations.
- Ability to work as a team member and work effectively with diverse people.
- Strong data analysis skills.
- Ability to work with minimal supervision and maximum accountability.
- Demonstrated awareness of, and value for, cultural competence.
- Experience supervising multiple staff and making managerial decisions.
- Excellent interpersonal, oral and written communications and organizational skills.
- Excellent computer skills, particularly with all software in Microsoft Office, including Word, Excel, Access, and Outlook. Experience with the Internet and conducting Internet searches.
- Ability to travel approximately 15% in-state and out-of-state.
Preferred Qualifications:
- Licensing as a clinician (RN, PA, NP).
- Master’s degree in Public Health or other related field, or significant clinical or management experience in a community clinic or public health setting.
- Proficiency with quality improvement methodologies, practice management principles and tools.
- Knowledge of primary health care clinical practices and systems, including clinic operations, Electronic Health Record/Management systems and patient flow principles.
- Experience in grant development, management and reporting.
- Ability to complete extensive healthcare practice research, including identifying best practices, evidence based models of healthcare, health education and health promotion.
- Knowledge of Joint Commission on Accreditation of Health Care Organizations or other accrediting agency issues and requirements.
- Ability to establish and maintain effective working relationships with clinicians.
- Display sound judgment, relate well to the public and staff, have a professional demeanor, prioritize customer satisfaction, have exceptional written and verbal communication skills, and be well organized.
