Ms. Ellen Cornelius is a Senior Law and Policy Analyst for the Center for Health and Homeland Security and an Adjunct Professor in Cybersecurity Law and Policy at her alma mater, the University of Maryland Carey School of Law. In addition, she is a Planner with the District of Columbia Homeland Security and Emergency Management Agency (HSEMA). She drafted shelter and evacuation plans; drafted Annual Reports from HSEMA to the city council; updated the District of Columbia’s Hazard Mitigation Plan; and restarted the Local Emergency Planning Council that brings together public and private entities that deal with hazardous materials. Ms.Cornelius also served as the District of Columbia’s liaison to the Regional Catastrophic Preparedness Grant Program. The District of Columbia focused on housing, supply chains, and behavioral mental health. She serves as a regional planner and assisted in revising the Mutual Aid Operations Plan as well as a host of other plans. Ms. Cornelius also serves as HSEMA’s Business Emergency Management Operations Center liaison.
