- Intervention of the vice Minister
The vice Minister of Environment, Juan Pablo Bonilla, has called this meeting in order to that the group know himself, given that all will participate in the process of formulation of the Law of the Water. It proposes that the responsibilities be defined clearly, so that these themselves be not diluted, and the methodology of work. Likewise, it seems it convenient that this meeting be repeated when the new vice Minister of Environment, Carmen Elena Arévalo have assumed the charge.
It announces that, according to was arranged for the Minister of Environment, Dwelling and Territorial Development, Sandra Suarez Pérez, the process will be conducted on since the office of the vice Minister of Environment, with the spirit to give him greater political weight to the government bill. Once it be ready, the Representative to the Chamber Nancy Patrician Gutiérrez will coordinate in the Congress of Republic all the relative thing upon dealing with legislature, the presentation and the definition of the chamber where will be situated the government bill.
The vice Minister emphasizes the importance of role that will play Fernando Arrieta and Francisco Manjarrés in the process. Fernando Arrieta, will be the bridge among the Office and the Direction of Drinkable Water and Saneamiento Basic Environmental, given the link among the area that handles and the law. At the same time, Francisco Manjarrés is key in the process by the management that corresponds it with the financial and economic instruments. The vice Minister proposes that through Manjarrés and Arrieta be channeled all the information and be the direct speakers with their office. Thus her it will be proposed to Carmen Elena in the day of empalme of June 18, and she will determine the course to continue. In any case, she has extensive experience in the integral management of the water, has worked in the public sector and in the private one, handles the environmental part and has experience in the management of the international banks.
It is imperative that the process of formulation permit the design of a proposal landed to the Colombian reality. Despite that the technical study will be in charge of a foreign university, the University of the State of Red has an extensive path and during the presentation of Neil Grigg in II Conversatorio in the Congress, its control of the theme was declared and the relevance of its vision for the country. It should be proceeded to coordinate and to determine the mechanism of presentation of the advances of the Study to the Office.

This will owe operativizarse through discussions and continuous meetings (weekly or biweekly). Finally, it requests to the group that begin a discussion set against the form to coordinate the work among the Group of Consultants, the University of the State of Red (CSU) and the Department; and of another the strategy is designed of socialización with all the other sectors (to carry out 2 or 3 open shops to the businesses to the universities), so that are felt it the conclusions further on.

Fernando Arrieta indicates that the Group of Water Resource has prepared a series of short documents of features of politics, in which is collected all the regulatory nature and contribute them to the discussion of the different themes. This information already has been you send to the CSU and even has done some questions. The interesting thing is that the communications by e-mail has included various officials what has permitted an extensive diffusion of its anxieties.
In fact, just as corroborates Lina Muñoz, the CSU already has received documents of information and even has been formulating questions I you need. Likewise it presents the Cronograma of Activities integrated, which indicates the time limit of the CSU, of the national consultants and finalizes with the radicación of the project in the Congress.

It should be oriented them in the themes, and to clarify him questions as the reach and the character of the law: a Law-Framework, not a law extremely detailed. The Director of Drinkable Water and Saneamiento Basic Environmental (ABSA), Glory Inés Acevedo calls the attention on the need of linking of the different actors linked with the water in the process of formulation of the law. It should be defined the space to carry out happiness socialización, well be informally with the conformación of a Thematic Committee inside the Technical Counsel Advisor (CTA), or to expect resolution of the Minister in which modifies the composition of said instance.
The Director of Sustainable Sectorial Development (DSS), Liliana Gaitán relates that in session of the CTA of June 8 the theme of the Law of the Water was presented, was announced the conformación of a thematic committee and José Manuel Sandoval did a short presentation on the advances of the process. The Director of DDS enumerates the present members of the CTA: Andi, Acolgen, SAC, ACP, ANDESCO, ACODAL, representative of private universities, etc. In the discussion the need to expand it is presented, given that it is considered that strait can result and to include more actors as associations of users, the National Counsel of Planning., IDEAM, Invemar, more sectors of the Academy, the University of the Andes (given the proposal that already performed), Institutes of investigation as the CINARA, universities of other regions (north University, another of Antioquia), the company of hidrogeólogos, theArias.
The vice Minister proposes that Francisco Manjarrés support Fernando Arrieta in the function to serve of bridge among the different dependences and the new vice Minister, as well as in the technical revision of documents for effects of the interventoría.
The question of the physical space is presented so that the National Consultants they work in the installations of the MAVDT (2 or 3 spaces). Currently only José Manuel Sandoval is installed in the headquarters of the MAVDT. Lina Muñoz will take charge of obtaining a space from here to October, for example in 5° Flat.
The Director of DSS maintains that currently the industrialists have many anxieties set against the normative aspects: contradictions in the law and the apparition of different legislative initiatives. To initiate the work as a group among the National Team of Consultants and the MAVDT, the Director of DDS, proposes an internal session of work. So it is established that this will be carried to day Wednesday 16 of June in the morning. To said meeting will be called to the directors and leaders of each dependence and their delegates (or contacts) so that accompany the process of discussion.
