Brief description of Project : its purpose and the principal activities (including when and where) :
AusAID fund a number of APEC-related Public Sector Linkages Program (PSLP) projects each year to improve development outcomes in selected Asian Countries. This proposal is seeking PSLP funding, but it will also require the support of a relevant APEC Working Group to proceed.
The Project will contribute to ISTWG goals to enhance economic growth and investment opportunities, as well as promoting human resource capacity building, international S&T networks and sustainable development.
Objective: To provide capacity building for carbon accounting using Australia’s National Carbon Accounting Toolbox (NCAT) in the Philippines, China, Indonesia, Vietnam and PNG.
Strategy: Bring together existing and potential NCAT users. The project will build on previous work with the Pearl River Biocarbon Project in China, as well as the Quirino Conservation Carbon project in the Philippines, and use these as example applications of the NCAT. The project will also introduce potential new users from Indonesia, Vietnam and PNG to the NCAT and use data relevant to their own biosink projects.
Activities.1) Staff in Indonesia, Vietnam and PNG collate data for a species of importance for each country.2) Staff in Australia calibrate the NCAT for the three tree species (Nov–Jan 2007). 3) Staff in Australia develop a training manual to assist NCAT uptake in the five target economies. 4) A two week NCAT training course is held in the Philippines for at least two representatives from each of the five participant countries (Probably Feb 2008).5) Follow-up 12 day visit by one CSIRO staff member to PNG, Indonesia and Vietnam to assist NCAT uptake (Probably May 2008)

Broad Development issues : Climate change was a major issue discussed at the APEC Meeting in Vietnam in Nov 2006. The World Bank has reported that the carbon trading market quadrupled in size in 2006 to reach US$25 billion. Carbon trading provides major new economic opportunites which can also benefit poor people. However, many developing countries lack the capacity to take advantage of the Clean Development Mechanism (CDM) or other emerging carbon trading markets. Deforestation in tropical countries accounts for about 20% of global CO2 emissions, so there is a need to reduce deforestation and take advantage of carbon trading opportunities to encourage reforestation. This project will provide introductory training in, as well as further application of, the National Carbon Accounting Toolbox (NCAT), which is the core of Australia’s National Carbon Accounting System. NCAT is being made available free of charge by the Australian Greenhouse Office.

Carbon trading is one of the world’s fastest growing sectors. Providing the capacity for reliable carbon accounting in forests will facilitate trade and investment. The project is regional in nature and targets the Asian countries of greatest priority for AusAID’s APEC-related work.
