This job description forms part of your Terms and Conditions of Employment and should be kept with a copy of your contract.

SECTION 1 - General Roles and Responsibilities

The Registered Manager shall be responsible for the following:

1.  To act as the ‘Registered Manager’ within the meaning of Essential Standards of Quality and Safety.

2.  To act as direct line manager for the Team Leaders.

3.  As a member of the care management team, to take responsibility for the development of the adult residential provision.

SECTION 2 – Specific Roles and Responsibilities

1. Care Management

a)  To be an effective member of the care management team in developing operational policy, service procedures and good practice.

b)  To deputise, as required, for the Head of Care, taking responsibility for the residential service in her absence.

c)  To identify gaps in service delivery and advise the SLT accordingly ensuring understanding of all matters of care and protection, legislation and good practice.

2. Residential Management

a)  To identify and maintain high standards of care practice in line with the Essential Standards of Quality and Safety

b)  To develop and maintain a culture that enables all staff to work together to promote service users welfare and create a safe environment in which they can live and learn.

c)  To work closely with the ‘education team’ to ensure the development, promotion and delivery of a quality ‘learning for life’ opportunities.

d)  To develop excellent care practice and ensure the provision of a quality service.

e)  To promote and monitor the delivery of a comprehensive programme of leisure and community based activities for service users.

f)  To develop and support good practice in relationships with the residents parents and families.

g)  To work as part of a multi-disciplinary team of St John’s and liaise with outside agencies and professionals.

h)  To develop, maintain and monitor a network of advocates for residents.

i)  To maintain all records as required by the Essential Standards of Quality and Safety.

3. Health Co-ordination

a)  In conjunction with St John’s nursing and therapy team, to develop, implement, monitor and review the health care and therapy needs of service users.

b)  To ensure that all residents on admission have a full medical, health action plan, and are allocated to appropriate community health services.

c)  To ensure that all relevant medical information is collated and all statutory requirements complied with.

d)  To liaise with all professionals providing health support to residents accessing St John’s and ensure the availability of services to a required standard.

4. Safeguarding

a)  To be the designated member of staff with responsibility for all protection issues.

b)  To develop, implement, monitor and review the St John’s Safeguarding Children and Safeguarding Adults Policies.

c)  To ensure the provision of a comprehensive programme of Safeguarding training for all staff.

d)  To act as a source of expertise and advice in safeguarding matters.

e)  To establish and maintain appropriate links with the relevant local (Community) Safeguarding Teams and other agencies as necessary.

5. Admission, Reviews, Transitions and Departures

a)  To receive and respond to referrals for placement.

b)  To plan and implement appropriate pre-assessment arrangements for prospective new admissions.

c)  To draw up placement plans with parents, guardians, advocates and funding authorities.

d)  To finalise contractual arrangements and plan transitions.

e)  To ensure that all statutory requirements for admission are complied with.

f)  To contribute to all reviews, ensuring that residents’ views are represented, and that all appropriate documentation is completed, chairing such reviews as may be appropriate.

g)  To ensure that plans are made for all residents preparing to leave and ensuring that all statutory requirements are complied with.

h)  To monitor transition plans for residents leaving St John’s.

i)  Develop, implement and promote person centred plans for all residents.

6. Staff Training and Development

a)  To liaise with the St John’s Training Manager to develop, manage and ensure the delivery of a professional induction programme for staff that meets the requirements of appropriate care standards.

b)  To co-ordinate, develop, contribute to, and monitor the effectiveness of a programme of training, leading to relevant qualifications for care workers.

7. Line Management

a)  To take overall responsibility for the leadership and management of the adult residential staff team to ensure the development and maintenance of consistent professional standards in meeting the needs of each service user.

b)  To work constructively with staff ensuring competence and best practice by challenging performance and reinforcing quality and monitoring of standards.

c)  To maintain an overview and awareness of staffing levels, ensuring adequate budget within agreed staffing budget.

d)  To ensure that staff annual performance reviews are completed in line with St John’s policy.

e)  To manage, in conjunction with HR and Head of Care, staff discipline and grievance processes.

f)  To convene relevant meetings to share expertise for the development of the residential service.

g)  To take reporting responsibility for all Health and Safety issues within the service.

8. Budget Management

a)  To authorise orders for goods and services.

b)  To authorise expenditure within set operational budget and up to maximum authorisation limits, determined by the Principal/Chief Executive

9. Personal and Professional Development

a)  To undertake further training commensurate with role.

b)  To keep updated in all matters of care and safeguarding, legislation and practice.

c)  To attend supervision sessions with the Head of Care and other organisational meetings as required (e.g Residential Management Team)

SECTION 3 – Additional Responsibilities

To perform any other reasonable duties within your capabilities as required by the Head of Care and Chief Executive/Principal.

HEALTH & SAFETY

The post holder must be familiar with St John’s health and safety policy and guidelines. All work should be undertaken so as to be consistent with these, and so as to ensure own health and safety, and that of others affected by their work.
