CHAPTER 30 - INCENTIVE AWARDS

31.14 - Authority has been given to District Rangers and Staff Officers to approve awards up to $1000. Approval of cash awards for immediate subordinates must be made by the Forest Supervisor. The Forest Supervisor has the authority to approve cash awards up to $2,500. District Rangers and Staff Officers may also approve non-monetary awards in accordance with the Malheur National Forest non-monetary awards policy.

31.14a - Non-monetary Awards. The purpose of the non-monetary program is to supplement the existing incentive awards system recognizing performance in order to foster or maintain employee spirit, morale, and efficiency.

Policy. Forest policy on use of the awards is as follows:

1.All employees, cooperators, partners, and special program enrollees (volunteers, YCC, JTPA, SCSEP, etc.) on the Malheur National Forest are eligible to receive non-monetary awards.

2.Any person described above may nominate an individual or group to receive a non-monetary award.

3.Approval of awards is delegated to District Rangers and Forest Staff Officers for their employees. Forest Supervisor will approve all awards to District Rangers, Staff Officers, and Cooperators.

4. Non-monetary awards must be items of an honorary nature that can be worn, displayed, or used in the work environment.

5.Awards will not be given as prizes, momentos, or souvenirs. They will be based on work performance or a special act that is Forest Service or community/Forest Service related.

6.Award items will have "an appropriate inscription to connote the achievement" such as "Outstanding Safety Record" or "For Outstanding Performance" per OPM regulations and Forest Service Manual direction. The Forest Service logo is not required to be included but its use is encouraged. Appropriate inscriptions should be permanent in nature such as silk-screening, engraving, and printing. However, as a minimum, stickers may be used. Adherence to the Joint Committee on printing regulations and procedures should be followed on items requiring silk-screening or printing. In these instances, coordination should be made with Forest or RO printing coordinators.

7.Non-monetary awards value will not exceed $2,500 per recipient.

Process

1.A nomination form AD-287-2 will be prepared by the person making the nomination and submitted to the appropriate District Ranger or Staff Officer.

2. Copies are to be distributed as follows:

a. Original or copy - Employee(s) receiving award.

b. Copy - Human Resource for placement in each OPF.

3. The nomination form may serve as the procurement requisition as long as it includes the name(s), grade(s), and social security number(s) of person(s) scheduled to receive award. In this case, the original nomination form would be delivered to Purchasing and a copy would need to be made to distribute as in 2. above.

4. A Certificate of Appreciation or letter may accompany the non-monetary award.

5. Non-monetary awards, as well as cash awards and other methods of recognition, will generally be presented at Forest family meetings, District meetings, or other employee gatherings.
