Board of School Directors
May 19, 2014
The Board of School Directors of Solanco School District met at 7:30 p.m.; on Monday, May 19, 2014 in the All-Purpose Room of Quarryville Elementary School, located at the 211 South Hess Street, Quarryville, Pennsylvania, as advertised.
Mr. Daniel R. Bender, Board President, called the meeting to order and presided. Monica Miller was present to take minutes.
The following Board members responded to roll call: Mr. Roten, Mr. Musser, Mr. Kurt Kreider, Mr. Ressler, Mr. Chubb, Mr. Risk and Mr. Bender
The following Board members were absent from roll call: Mr. Plechner and Mr. Justin Kreider
The following administrators were present: Dr. Martin Hudacs, Dr. Brian Bliss, Dr. Timothy Shrom, Mrs. Kay Bandy, Mr. Brian Booher, Mrs. Diane Boff, Mrs. Sandra Haines, Mr. Paul Gladfelter, Mr. John Dolan, Mr. Brian Gallagher, Mrs. Stephanie Lininger, Mrs. Sandra Tucker, Mr. Keith Kaufman, Mr. Bruce Bennett, Mr. Jason McClune and Mr. Matt Kirchoff
Mr. Bender led the group in pledging allegiance to the flag. A moment of silence was observed.
An invitation to speak on agenda items was given by the president with no response.
*At 7:41 p.m., Mr. Paul Plechner arrived and took his seat on the Board.
Recognition of 2014 Retirees - The 2014 retirees were recognized. A list of the retirees can be found in the Supplement Book 0519-1313.
Approval of Board Minutes - Mr. Musser made a motion, seconded by Mr. Roten to approve the April 29 and May 5 board minutes. All voted yes and the motion carried. The minutes can be found in the Supplement Book 0519-1314.
General Fund Report - Mr. Risk made a motion, seconded by Mr. Plechner to approve the general fund report. All voted yes and the motion carried. A copy of the report can be found in the Supplement Book 0519-1315.
Capital Project Fund Report – Mr. Musser made a motion, seconded by Mr. Risk to approve the Capital Project Fund Report. All voted yes and the motion carried. A copy of the report can be found in the Supplement Book 0519-1316.
Cafeteria Report – The monthly cafeteria report was given and available in the Supplement Book 0519-1317.
Measurement and Stability Periods for ACA - Mr. Plechner made a motion and Mr. Musser seconded it to approve the proposed measurement and stability periods for AA. All voted yes and the motion carried. A copy of the proposal can be found in the Supplement Book 0519-1318.
Act 80 Days - Mr. Musser made a motion; seconded by Mr. Roten to approve the Act 80 days. All voted yes and the motion carried. An information memo can be found in the Supplement Book 0519-1319.
Truancy Prevention Plan - Mr. Risk made a motion. Mr. Roten seconded the motion to approve the Truancy Prevention Plan. All voted yes and the motion carried.
Lancaster County Academy Budget - A motion was made by Mr. Musser and seconded by Mr. Roten to approve the 2014-2015 Lancaster Academy Budget. All voted yes and the motion carried. Information can be found in the Supplement Book 0519-1320.
Quarryville Elementary School Sign - Mr. Plechner made a motion, seconded by Mr. Roten to proceed and express appreciation to the Quarryville Elementary School PTO for their efforts in obtaining a new school sign. All voted yes and the motion carried. Information can be found in the Supplement Book 0519-1321.
Weight Room Obsolete and Surplus Equipment - Mr. Roten made a motion, seconded by Mr. Plechner to approve the list of weight room obsolete and surplus equipment. All voted yes and the motion carried. A copy of the list can be found in the Supplement Book 0519-1322.
Personnel – Mr. Plechner made a motion, seconded by Mr. Roten to approve the following personnel report. All voted yes and the motion carried.

Employment Contracts
Superintendent Contract – A motion is requested to approve the employment contract of Brian A. Bliss to serve as Superintendent of Schools, effective July 1, 2014.
Assistant Superintendent Contract – A motion is requested to approve the employment contract of Robert J. Dangler to serve as Assistant Superintendent of Schools, effective July 1, 2014.
Annual Review of Policies - Mr. Risk made a motion, seconded by Mr. Musser to approve the annual review of policies 252 Bullying and 815 Acceptable Use. All voted yes and the motion carried. A copy of the reviewed policies can be found in the Supplement Book 0519-1323.
Excuse Absent Board Members - Mr. Risk made a motion, seconded by Mr. Ressler to excuse the absence of board members Justin Kreider and Kurt Kreider. All voted yes and the motion carried.

Executive Session
Mr. Musser made a motion at 8:49 p.m. to go into executive session. Mr. Roten seconded the motion and all voted yes and the motion carried.
At 9:18 p.m., Mr. Risk made a motion, seconded by Mr. Ressler to move out of executive session. All voted yes and the motion carried.
Judiciary Waiver - Mr. Musser made a motion, seconded by Mr. Roten to approve Student Waiver #2014201505. All voted yes and the motion carried.
Adjournment – At 9:20 p.m. on motion by Mr. Musser, seconded by Mr. Roten, and unanimous agreement by all, the Board meeting was adjourned.
