Meeting was called to order by Chairman Harry Lehmanat 7:00 p.m.

Pledge to the Flag.

Planning Commission members present were Dean Imhoff, Gene Martini, & Jim Regener.

Technicon Enterprises Inc., II, Township Engineer, Michael L. Reinert, P.E was present.

ChairmanLehmanasked for discussion on the minutes of the April 27, 2015meeting. Motion to approve the minutes as presented byImhoff, seconded byMartini, all in favor (Lehman abstained), motion approved.

Leroy Martin Land Development – Preliminary/Final Plan

Matt Hood from Team Ag, Inc. was present with the applicant, Leroy Martin to discuss this proposed land development project on Staver Road. Mr. Martin is proposing two large poultry (broiler) barns on the property along with related driveway access to the site and around the buildings. Stormwater management is proposed to handle the increased runoff and an NPDES permit is required for the project. A variance was granted for the location of the barns on the property since it is classified as an intensive agricultural use. The plan had been discussed in detail at last month’s regular meeting.

Mr. Hood referenced the Township Engineer’s review letter dated May 21, 2015 noting that they will comply with all items, but will be requesting waivers from a number of items, as noted in the review letter. Mr. Reinert reviewed the waiver requests with the Planning Commission and the consensus agreed that the waivers were acceptable as requested. On a motion by Martini, seconded by Regener, the Planning Commission recommended approval of the waiver requests as noted in the Township Engineer’s letter of May 21, 2015, all in favor, motion approved. On a motion by Regener, seconded by Imhoff, the Planning Commission recommended conditional final plan approval of the Leroy Martin Land Development provided the applicant complies with the Township Engineer’s review letter dated May 21, 2015, all in favor, motion approved.

Snow Emergency Routes – Discussion

Mr. Reinert explained that the Board of Supervisors were considering an ordinance to restrict parking on Township roadways during a snow event and requested input from the Planning Commission. Mr. Reinert mentioned that some other municipalities declare snow emergencies to require removal of vehicles along a given route while others have adopted ordinances merely requiring the removal of vehicles during specific snow events. After some discussion, it was decided that Mr. Reinert should research the matter and provide examples of ordinances from other municipalities to continue the discussion at a later meeting.
