Subject: CyberTax 2010 - 45: REVISION to ERO Paper Flow for 2011

This is a revision of CyberTax 2010-43 that was issued earlier this month. There are a few minor changes and further explanations on the new procedures.

The procedures for submitting documents to the IRS Service Centers and SPEC have changed this year. The major change is that we will be sending Form 8879 and its required attachments to the Cincinnati Service Center this year. While the process around Form 8879 was being reviewed it came to light that Pub 1345, ( Rev 3-09) states that a copy of ALL Forms W-2, W-2G, and 1099R must be retained, not just the ones with withholding. The requirement for retaining all 1099R's, even those without withholding is not really new, but we understand that this was not previously well communicated by the IRS. They have now formally asked that we comply with this requirement as outlined in Pub 1345. The IRS also requires that we retain other 1099s with withholding, but only if the Taxpayer received a Federal Copy B of the form.If you are not familiar with Pub 1345, it communicates the requirements of e-filing to all preparers, volunteer programs and paid preparers.

The IRS is also introducing a new transmittal form (Form 3210) that provides verification that documents sent to the IRS have been received. Its use is optional but highly recommended by the IRS, particularly for sending the Form 8879's to the Cincinnati Service Center. Your local IRS SPEC office will have postage paid mailing labels available shortly.
