2.1.Project Description and Objectives
- Provide a general description of the project, including its objectives and what it sets out to achieve.
2.2.Rationale for Funding
- Explain why the project should be funded by addressing the following points:
-how the project will create an impact for Singapore, viz
- How does the project fit the A*STAR’s and MND’s mission?
- How would the project contribute to the Green Building industry?
- What is the exploitation potential for technologies developed in the project?
- How would the project work with user segments, such as the building and construction industry, in Singapore to validate or demonstrate the technologies?
- Are there other forms of impact? If so, please describe and explain them.

2.3.Capabilities Needed for the Project
Describe in detail:
- the range of capabilities required to implement the approach,
- how the project will leverage on existing capabilities in the research/academic institutes and/or other SERC Programmes, and
- how the project addresses capability gaps.
2.4.Research Approach and Methodology
Describe in detail:
- the method and technical approach chosen,
- the alternatives that have been or can be considered,
- why the chosen methods are preferred,
- whether the investigation is to occur in stages and if the stages would be sequential or parallel, and
- contribution of the industry partners in the approach and methodology.
2.5.Technical Challenges
Describe the technical challenges of the proposed approach and explain:
- how/why such challenges have prevented others from making similar attempts,
- known constraints that may affect the project and potential showstoppers,and
- fall-back/contingency plan where technical challenges cannot be overcome.
2.6.Novelty Of The Approach
- Highlight the novelty of the proposed approach.
2.7.Competitors
- Describe the state of competition within Singapore and internationally, i.e. list others in the world who are working in similar areas and highlight the key/main competitors (from a technological viewpoint).
- Articulate the technical benchmarks/specifications in which similar solutions are developed, if any.
2.8.Comparative Advantages Of The Approach
- Explain Singapore’s competitive advantage and differentiating factors in undertaking the project.
- Highlight why the proposed approach is different from and has a better chance of success than those of the key competitors mentioned in point 2.7.
2.9.Commercialisation Plan
- If applicable, describe the commercialisation plan for the proposed R&D products / solutions.
2.10.Expertise & Effort Level Of PI
Attach CV and describe the PI’s:
- research background,
- technical competencies,
- involvement (e.g. in terms of man-months per year), and
- achievements that are relevant and necessary in ensuring success for the proposed research.
2.11.Expertise, Roles & Contribution Of Co-I(s) & Collaborator(s)

- Articulate the expected deliverables,with performance specifications, for the project.
(Proposals are expected to validate its relevance through demonstrations with industry- and/or government-relevant applications.)

4.2.Targets for Capability Indicators

4.3.Manpower & Equipment Justification
- Elaborate in detail the reasons for the requested manpower and equipment.
- For manpower, describe the role and expected contribution of each staff to the deliverables of the project as well as highlight the technical challenges faced by each staff.
- For each piece of equipment (>S$70k), explain how it contributes to the deliverables of the project. Up to 70% of the funding request for equipmentwill be supported for Industry Co-I(s).
