POWELL INDUSTRIAL SITE Sweetwater, Monroe County, Tennessee

GENERAL

•Located 1.3 miles south of downtown Sweetwater, 47 miles southwest of Knoxville and 70 miles northeast of Chattanooga;

•183.3 acres held by four owners;

•2009 estimated population of Monroe County and four contiguous counties = 283,726; Knoxville MSA 2009 estimated population = 699,247;

•Within 50 road miles are located seven four-year colleges and universities (including the main campus of the University of Tennessee), three two-year community colleges with five extension locations, two junior colleges and three state technology centers.

LAND USE FACTORS

•Site is located outside but adjacent to Sweetwater city limits and within the Sweetwater Urban Growth Area; There is no zoning in Monroe County;

•About 5700 total feet of two separate Tennessee Valley Authority (TVA) 161 KV power line easements cross the property near the northwest and northeast borders;

•About 33 acres of the site are within the 100 year flood zone of Sweetwater Creek;

•Ground elevations vary from 925 feet to 1000 feet with an average of about 980 feet; Ten foot contour mapping available from Monroe County GIS;

•1974 Monroe County Soil Survey indicates silt loams over limestone with depths to rock varying from two feet to more than 12 feet; Seasonably high groundwater can be from zero to more than six feet; This is a karst region although topographic maps do not indicate any active features on the site;

•Seismic rating 2 - Moderate Risk (American Standard Map);

•State environmental regulatory agency file checks conducted in the Fall of 2010 indicate no known site contamination from or presence of landfills, hazardous wastes or leaking underground petroleum storage tanks;

•On or within a one mile radius of the site have been recorded the Bristly Sedge (state "Threatened", no federal status) and Marsh Pea (state "Special Concern", no federal status); These are found in swampy, marshy areas and can be easily avoided; A biological survey is recommended prior to industrial use;

•National Wetland Inventory Maps indicate that about 6500 feet of the main drainage channel through the central part of the site may be subject to regulation; A wetland delineation is recommended prior to industrial use;

•File checks with state cultural regulatory agencies in the Fall of 2010 indicate no recorded archaeological or historical sites; An archaeological survey is recommended prior to industrial use;

•Monroe County is presently classified "Attainment" for all air quality parameters;

•PSD Class I Areas: 26 miles east to Great Smoky Mountains National Park, 30 miles southeast to the Joyce Kilmer/Slickrock National Wildlife Area and 43 miles south to the Cohutta National Wildlife Area.

TRANSPORTATION

Roads

•Site fronts TN 68 on the northeast end; US 11 is 0.4 mile northwest via TN 68; 1-75 is 2.8 miles west via TN 68;

•1-40 is 27 miles northeast via 1-75 and 1-24 is 64 miles southwest via 1-75;

Rail

•Site is adjacent to 4000 feet of Norfolk Southern mainline; A spur is feasible;

Air

•Local service eight miles southeast at Monroe County Airport (3640 foot runway) and 18 miles south at McMinn County Airport (6450 foot runway);

•Full commercial service available 46 miles northeast at McGhee Tyson Airport (9000 foot runway) at Knoxville and 61 miles southwest at Lovell Field (7400 foot runway) at Chattanooga;

Barge

•Nearest navigable water public use port facility is the Fort Loudon Terminal in Lenoir City at
Tennessee River Mile 600.2 R; Said terminal is 19 road miles via US 11,23 road miles via 1-75 and
19 rail miles via the Norfolk Southern Railroad.

D.UTILITIES & SERVICES

Water

•The Sweetwater Utilities Board operates a water treatment plant with a design capacity of 2.4 MGD which pumps about 1.4 MGD;

•A 1.0 MG ground tank is located about 2100 feet southeast of the site on Blackoak Ridge and has a base elevation of about 1260 feet;

•A 12 inch water line comes from the 1.0 MG water tank into Sweetwater along TN 68 adjacent to the site;

Wastewater

•The Sweetwater Utilities Board operates a wastewater treatment facility with a design capacity of 1.5 MGD which presently treats about 0.75 MGD;

•A new pump station and force main will be needed for service to the site; Sweetwater's wastewater treatment facility is located 1.9 miles directly north;

Electrical

•The Sweetwater Utilities Board purchases its power from the Tennessee Valley Authority (TVA) and has three phase, 13.2 KV service in the site area;

•A 161 KV Sweetwater Utilities Board substation is located 3000 feet north of the site;

•Two separate TVA 161 KV power lines cross the site;

Natural Gas

•The Sweetwater Utilities Board purchases gas from Atmos Energy which comes in over East Tennessee Natural Gas (ETNG) pipelines at a valve station about 2500 feet northeast of the site;

•Closest existing local service line is a six inch at 30 PSI located 1800 feet northwest of the site;

•ETNG maintains a 12.75 inch transmission main 4.8 miles to the southeast;

Telecommunications

•Local telephone service providers - AT&T, Lingo and dPiTeleconnect: The nearest central office of AT&T is at Athens, TN;

•Long distance service providers - AT&T, Sprint, MCI Worldcom and five other providers;

•Wireless/cellular/mobile service providers - Verizon, AT&T, Sprint, Nextel, T-Mobile and five other providers;

•Internet service providers - AT&T, Charter Communications, Local Net, Valley Satellite, HughesNet; Fast, broadband service lines, including ISDN and DSL, are available through AT&T and Charter.
