Educational Environment Codes (EEC)

Educational Environment Code (EEC) is a number that stands for a category that describes the amount of time a child spends outside the regular education classroom receiving special education services.

EEC requiring calculation:

***For students ages 6 through 21 years.***

01 - 80% or more of the public school day spent inside regular class

02 - 79–40% of the public school day spent inside regular class

03 - 39% or less of the public school day spent inside regular class

07 - Special education services in a county or municipal detention center or jail

EEC Not requiring calculation (0% Inside Regular Education Classroom):

04 - Full time special education class in a separate public day school that does not offer regular education

05 - 100% in separate public school building that does not offer regular education; student is in residential facility

06 - Philip J. Rock Center & School

08 - PrivateDay School or Out–of–State public day school

11 - Homebound Instructional Program

23 – Separate Class with less than 50 percent non-disabled children

30 – Regular Early Childhood Program: 10 hours/600 minutes or more per week and child receives majority of Special Education and Related Services in the Regular Early Childhood Program.

31 – Regular Early Childhood Program: 10 hours/600 minutes or more per week and child receives the majority of Special Education and Related Services in some other location.

32 – Regular Early Childhood Program: less than 10 hours/599 minutes or less per week and child receives majority of Special Education and Related Services in the Regular Early Childhood Program.

33 – Regular Early Childhood Program: less than 10 hous/599 minutes or less per week and child receives the majority of Special Education and Related Services in some other location.

EEC 01, 02, 03 & 07 are determined by dividing the amount of time the student receives special education services outside the regular education classroom by the total school week. The total school week includes all time from the beginning of each day to the end of each day, including lunch, recess, passing periods, etc.

For the “Percent of Time Receiving Special Education,” use only the instructional week. The instructional week does not include lunch, recess or passing time. Instructional time does include physical education, music, art, study hall, etc.

EXAMPLES

For all of these examples

  • The school week will be 2000 minutes bell to bell (includes lunch, passing periods, recess, etc.)
  • The instructional week will be 1750 minutes (not lunch or recess, but includes art, PE, etc.)
  • Special education and related service times are those listed on the IEP

Example 1 -Johnny

According to Johnny’s IEP,

  • He is outside the regular education environment for 200 minutes per week receiving special education.

Note that Johnny’s EEC and percent of time receiving special education are not the same nor do they match up with one another.

Example 2 -David

According to David’s IEP,

  • He receives services from the special education teacher in the special education room for 1300 minutes per week
  • He receives Speech services for 150 minutes per week in the speech room.

  • % Time Inside Regular Class = 28% resulting in a EEC of “03” (39% or less inside regular class)

(550 / 2000 = .28) x 100 = 28%

Example 3 -Megan

According to Megan’s IEP,

  • She receives instructional services from the special education teacher in the special education room for 250 minutes per week
  • She also receives an Individual Care Aide as a related service for all instructional time (1750 mpw), but not during non-instructional times.
  • Please note that the instructional and related services overlap for 250 mpw. Therefore, that block of time is only factored in once for the % Time Receiving Special Education figure.

  • % Time Inside Regular Class = 86% resulting in a EEC of “01” (80% or more time inside regular class)
  • (1750 / 2000 = .875) x 100 = 86%

Example 4 -Heather

According to Heather’s IEP,

  • She receives services from the special education teacher for 250 minutes per week in a co-taught, regular education Science class.
  • She also receives 45 minutes per week of related School Social Work services that is delivered in pull-out fashion.

Summary

Only time spent INSIDE the regular education classroom is used to calculate the EEC.

The “school week” is used to calculate the percent inside the regular class and the EEC.

ALL special education services are used to calculate percent of time receiving special education services.

Only instructional time is used to calculate the percent special education

Percent special education must not be used to determine EEC.
