Minutes of the Annual Parish Council meeting held on Monday 9 May 2016

1605/01 ELECTION OF CHAIR
It was proposed by Cllr Sharp and seconded by Cllr Hofton that Cllr David Spaul be elected as Chair of the Parish Council for 2016/17.
Cllr Spaul here took the Chair and signed the declaration of acceptance of office.
Cllr Sharp thanked Cllr Hodgson for his commitment to the Parish Council during his year as Chair.
1605/02 ELECTION OF VICE CHAIR
It was proposed by Cllr Hodgson and seconded by Cllr Spaul that Cllr Mike Hofton be elected as Vice Chair of the Parish Council for 2016/17.
1605/03 APOLOGIES FOR ABSENCE
None
1605/04 DECLARATIONS OF INTEREST
The Declaration of Interest Register was presented to and completed by Members.
1605/05 QUESTION TIME
A resident had written to the Parish Council regarding the number of HGV’s accessing the Bretton Hall development via Park Lane, contrary to the conditions of the planning permission which required the new access to be completed for heavy site traffic.
The Parish Council agreed to monitor this situation.
A resident raised concerns at the debris being dumped by the contractor undertaking repairs on the Dam Head in the Sculpture Park.
It was agreed that this issue be referred to appropriate staff at the Sculpture Park to raise with the contractor and also WMDC who were responsible for the project.
Residents again asked if there had been any progress on the implementation of the speed limit reduction on A637 and on the request for a site visit by Highways Officers to discuss several other issues within the village.
It was agreed that the Clerk contact Highways Officers and request written clarification on the timetable for the process of reducing the speed limit on A637, in particular when the first stage of that process involving the issue of necessary legal notices would commence.
The Clerk also advised that discussions were being held with Highways Officers which hopefully would result in a site visit during May.
1605/06 POLICE MATTERS
There was no Police representation at the meeting though a report had been provided
which indicated that there had been no reports of crime or anti social behaviour in the
village during April 2016.
There were five calls to the Police for service relating to minor traffic/driving/fly tipping incidents; one call relating to an audible alarm to a property on Stoneybrook Close; and one call to a domestic incident in the Sculpture Park which had resulted in an arrest.
1605/07 YORKSHIRE SCULPTURE PARK
There was no representation from the Sculpture park and no report was presented.
1605/08 BRETTON HALL
No report was presented.
1605/09 MINUTES OF MEETING – 11 APRIL 2016
The Minutes of the meeting held on 11 April 2016 were received and signed as a correct record, subject to the following amendments:-
Minute 1604/11 - WMDC Councillors Report - Add the sentence - “As this was Cllr Kirkpatrick’s last meeting before standing down as a WMDC councillor, Councillor Hodgson thanked him for his commitment to West Bretton, and for the significant contribution he had made to the Parish Council during his term of office at WMDC which had been of considerable benefit to the village and all residents.”
Minute 1604/03 - Line 10 - delete “both” and insert “those.”
1605/10 MATTERS ARISING
No issues were raised.
1605/11 CLERK’S REPORT
Action Plan
The Clerk presented an updated Action Plan which was received and noted.

The Clerk presented the financial statement and presentation of accounts payable.

1605/12 PLANNING MATTERS
The Clerk presented a schedule of planning applications which had been submitted to and/or determined by WMDC since the date of the last meeting of the Parish Council.
The schedule which was noted included details of the following applications:-

Application No: 16/00750/FUL - West Bretton JI School, Bretton Lane, Bretton - Change of surface of car park from Grasscrete to Tarmac.
Application No: 16/00416/LBC - Bretton Hall, Park Lane, Bretton - Listed building consent for works of restoration, conversion and development to various buildings within the Bretton Hall estate and related works of demolition, new construction, car parking and infrastructure for new hotel.
Application No: 16/00943/FUL - 48 Bretton Lane, Bretton - First floor extension to side
and re-roofing of dormer windows with pitch roofs.

1605/13 COMMUNITY ISSUES
Village Institute
Cllr Spaul reported that the Management Committee AGM was held on 12 April and although poorly attended, the 2015/16 accounts were received and a Management Committee was set in place for 2016/17.
He also reported that problems had been encountered with the schedule of refuse collection, and on ongoing problems caused by local residents using the village hall car park for overnight parking of their vehicles.
Cllr Spaul also recommended residents to view the Parish Council website as it contained a page, “Village Directory” which gave details of the activities available in the village and the village hall.
West Bretton JI School – Governing Body
No issues were raised.
WMDC – District Councillors Report
Cllr Barker presented a report which provided an update on various economic development issues across the whole district.
The report also included details of the outcome of the recent elections at WMDC and the Parish Council duly noted that Cllr Cynthia Binns had been elected to represent Rural Ward 18.
The meeting closed at 8.10pm.
The next meeting of the Parish Council would be held on Monday 13 June 2016 and commence at 7.30pm.
