AHOUSE RESOLUTION

TO RECOGNIZE AND HONOR KENNETH HARLOW, JR., PRIVATE FIRST CLASS WITH THE MYRTLE BEACH POLICE DEPARTMENT, AND CONGRATULATE HIM FOR BEING NAMED 2017 ROTARY CLUB COPOLICE OFFICER OF THE YEAR.

Whereas, the South Carolina House of Representatives is pleased to learn that Myrtle Beach Police Officer Kenneth Harlow, Jr., has been named the 2017Rotary Club CoPolice Officer of the Year; and

Whereas,assigned to the Myrtle Beach Police K9 Unit, Kenneth Harlow uses his partner, Roscoe,both to sniff out illegal drugs and evidence and to connect with the community; and

Whereas, Officer Harlow deployed his partner sixtyeight times in 2017, whichresulted in the successful confiscation of numerous quantities of illegal drugs and the seizure of over one hundred fifty thousand dollars of illegal drugtrafficking money; and

Whereas, he trained with Roscoe more than one hundred seventyfive hours last year to ensure that they would be prepared for any eventuality while on duty. He and Roscoe have given twentyfive demonstrations to children and adults of all ages; and

Whereas, an avid hunter and outdoorsman, Officer Harlow created a way to harness his love for the outdoors with his commitment to the community by developing the Cops N’ Bobbers annual event, which pairseach middle school participant with a police officer to teach thechildren the basics of fishing; and

Whereas, he arranges for every child who participates in the event to receive a donated tackle box, fishing rods, and lunch for the day, ensuring that all the participants have a memorable day; and

Whereas, inconnectionwith the Hunts of Honor, Officer Harlow chartered a weekend hunt for Officers David McKeown, Quincy Smith, and Brandon Choice, all of whom have been involved in a critical incident or officerinvolved shooting in the line of duty, to provide them with a relaxing weekend in the woods; and

Whereas, when he learned that a young man named Grant Hammett who was battling Tcell lymphoma had a passion for hunting, he arranged a hunting trip for him, providing him with donated hunting gear; and

Whereas, in the midst of his busy work schedule and outreach to his community, Officer Harlow makes time to spend with his wife and young daughter, making precious memories with them; and

Whereas, the House of Representatives of the State of South Carolina appreciates Officer Harlow’s dedication and willingness to serve and protect the citizens of his community, and the members join in wishing him well as he receives this prestigious and welldeserved honor. Now, therefore,

Be it resolved by the House of Representatives:

That the members of the South Carolina House of Representatives, by this resolution, recognize and honor Kenneth Harlow, Jr., Private First Class with the Myrtle Beach Police Department, and congratulate him for being named 2017Rotary Club CoPolice Officer of the Year.

Be it further resolved that a copy of this resolution be presented to Private First Class Kenneth Harlow, Jr.
