A CONCURRENT RESOLUTION

TO COMMEND MRS. BILLIE JEAN SPRAWLS FOR A LIFETIME OF OUTSTANDING, UNPARALLELED PUBLIC SERVICE IMPACTING AND ENRICHING THE LIVES OF COUNTLESS NUMBERS OF HER FELLOW SOUTH CAROLINIANS AND TO EXPRESS THE DEEP APPRECIATION OF THE MEMBERS OF THE SOUTH CAROLINA GENERAL ASSEMBLY FOR HER MANY YEARS OF EXTRAORDINARY CONTRIBUTIONS TO THE STATE OF SOUTH CAROLINA.

Whereas, Mrs. Billie Jean Sprawls realized early in life the critical role volunteers play in contributing to the quality of life in one’s community, and, taking this to heart, she has dedicated her entire life to volunteer service; and

Whereas, Billie Jean Sprawls was born on July 18, 1938, in Greenville, South Carolina; she graduated from WillistonElkon High School and received two years of nurses training at the South Carolina Baptist School of Nursing; she moved to Barnwell County in 1951 and in 1958 married William Richard Sprawls; and

Whereas, Mrs. Sprawls has been an active member of the First Baptist Church in Williston since 1951 where she has taught Sunday school, Bible school, and Training Union and has been a member of the adult choir; and

Whereas, Billie Jean Sprawls has given of her time and talents to countless organizations over her lifetime of dedicated and distinguished volunteer service, working tirelessly for myriad causes; and

Whereas, early in her volunteer service she served on, and also chaired, the Barnwell County Developmental Center Board; during her tenure six residential homes were built for the mentally disabled, and all of the homes remain fully operational; and

Whereas, she served two terms as the Director of the Barnwell County United Way, and she has served on the Barnwell County American Cancer Society Board of Directors; she has been a “celebrity waiter” for the South Carolina Leukemia Society, and for ten years she held a countywide tea party in her home to raise funds for the American Cancer Society; and

Whereas, Mrs. Sprawls is presently serving her fifth term as Mayor Pro Tem. on the Williston Town Council, a seat she was first elected to in 1983, becoming the first and only female to hold this office in the history of the town; and

Whereas, also in 1983, Mrs. Billie Jean Sprawls founded the Williston Town Museum for which she continues to give special tours and holds an annual Open House to increase awareness of local history; and

Whereas, Billie Jean Sprawls’ dedicated service to Barnwell County includes her work as President of the Business and Professional Women’s Club and serving on the Board of Directors of the Barnwell County Alcohol and Drug Abuse and the Arts Council, of which she is a charter member and on which she currently serves; and

Whereas, in 1991, Mrs. Sprawls was invited to join the Williston Lions Club and later became the first female president; she served on the state Lion’s Club Board of Directors, and in 2001, she was elected at the state Lions Convention to serve on the South Carolina Eye Bank Board of Directors; and

Whereas, Mrs. Sprawls has utilized her time and talents to impact the lives of people of all ages and walks of life; she has delivered meals on wheels and is a volunteer tutor with the Success by Six Program; she has served as Chairman of Williston Cystic Fibrosis, and she coordinated the training of volunteers, including herself, to teach the Laubach reading method to adults who can not read; she was a Girl Scout leader for many years, and she is currently assisting with Boy Scout Troop #65; and

Whereas, she is also currently serving her third term on the Board of the Barnwell County Chamber of Commerce, and is on the Region 3 Board of Directors of South Carolina National Heritage Corridor and the U.S.C. Salkehatchie Leadership Advisory Board; she is a member of the Magnolia Garden Club, of which she was formerly president; and

Whereas, Mrs. Sprawls’ exemplary, unparalleled community service and extensive accomplishments have been recognized by numerous organizations over the years; among her many awards, she was named Volunteer of the Year by the American Red Cross and by the American Cancer Society, was three time “Lion of the Year”, twice Barnwell County Woman of the Year, and was Williston Citizen of the Year and the American Legion Auxiliary Unit #75 member of the year in 2001; and

Whereas, she has previously served as president of the American Legion Auxiliary, Unit #75 and currently serves on its board as Chairman of Community Service; during her service, Unit # 75 was recognized for its outstanding work by receiving the American Legion National Community Service Award; and

Whereas, Mrs. Billie Jean Sprawls has made tremendous contributions to the people of her community, those of Barnwell County, and to the citizens of this State, and it is with great pride that the members of the South Carolina General Assembly recognize her remarkable life of leadership and service and the outstanding accomplishments of this truly magnificent daughter of the Palmetto State. Now, therefore,

Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, commend Mrs. Billie Jean Sprawls for a lifetime of outstanding, unparalleled public service impacting and enriching the lives of countless numbers of her fellow South Carolinians and express deep appreciation for her many years of extraordinary contributions to the State of South Carolina.

Be it further resolved that a copy of this resolution be given to Mrs. Billie Jean Sprawls of Barnwell County, South Carolina.
