DESCRIPTION
This is work conducting programs of compensation, benefits and job analysis for an agency. May specialize in specific areas such as unemployment benefits, position classification and compensation, and employee pension and insurance programs.
Some positions in this occupation may be responsible for coordinating work and supervising employees.
EXAMPLES OF WORK
Provides consultative and technical assistance to management during reorganizations, on-site evaluations, and other requests for solutions to human resource problems.
Develops, or assists in developing, a position classification plan and interprets and administers the classification plan; conducts and directs classification studies.
Develops position classification standards and assists in position allocation activities.
Analyzes occupational and industrial data to provide technical information and reports customers.
Researches job and worker requirements, structural and functional relationships among jobs and occupations.
Prepares reports, such as job descriptions, organization and flow charts, and career path reports, to summarize job analysis information.
Interviews clients for job assistance and/or benefits.
Organizes and conducts job or benefit fairs.
Interprets laws, rules, regulations, policies and procedures.
Consults with private and public sectors to arrange for, plan, and design occupational studies and surveys.
Publishes research and other information in a variety of media.
Determines need for and develops job analysis instruments and materials.
Evaluates and improves methods and techniques for selecting, promoting, evaluating, and training workers.
Plans and develops curricula and materials for training programs and conducts training.
Recommends resolution of issues and concerns regarding pension and/or insurance programs.
Determines eligibility for employment/unemployment benefit/programs.
Refers applicants to other assistance programs.
Enrolls individuals into appropriate pension and benefit plans.
Directs the administration of payroll and employee benefits.
Audits employee accounts.
Testifies in administrative proceedings.
Adjudicates claims for unemployment compensation benefits.
Responds to customer inquiries.
Conducts investigations.
Markets employment and training programs.
Provides job placement assistance.
Supervises employees by assigning work, reviewing progress and assessing performance.
