Annual General Meeting

1.Apologies
No apologies received – everyone was in attendance.
2.Minutes
The Minutes of the 2016Annual General Meetingwere signed as being received and a correct record.
3.Election of Officers for 2017:
a)Chairman:
- Cllr Nick Randle was proposed as Chair by Cllr Tony Wiggins, seconded by Cllr Maggie Tomkinson.
b)Vice-Chairman:
- Cllr David Barnes nominated Cllr Lesley Pidgeon as Vice Chair which was seconded by Maggie Tomkinson.
4.Declaration of Acceptance of Office
- This was signed by Nick Randle as the new Chair, witnessed by the Clerk.
5.Councillors’ Specific Responsibilities
It was resolved that the following members will represent the Council as defined below:

The payments were accepted.
Cllr Horner raised the issue of Clifthayne Lane being closed and that the tankers, need to get to Clifthayne Farm now have no access as they are unable to access the farm from the other direction, the road being in a much worse state that way.
As the road is sign posted “Road Closed”, it was suggested the Clerk points out the problem with the tanker to the Highways Department and that they must make access available for the business to continue. Also to stress, that the alternative route has deep ditches and the edges are falling away.
Cllr Moulding suggested the initial response should come from Yarcombe Parish Council to Highways and if we have no joy, the Sarah-Jane, Clerk is to then contact Cllr Ian Chubb and Helen Selby who has recently taken over from Nick Allen.
Cllr Horner asked whether YPC should also ask the Post Office and Wiseman Dairies to contact Highways. Cllr Randle suggested not and that it was our role of YPC to look after our Parishioners.
Cllr Barnes advised it was probably closed following the A303 being closed for works and traffic having gone down it. He stressed it was promised to be done and wasn’t.
Cllr Moulding advised it would cost hundreds of thousands to repair so the Council will close roads such as these if there is an alternative access.
Cllr Stone re-iterated what Cllr Barnes had said about Highways having promised the work would be done and it hasn’t.
It was decided Clerk is to write to the Highways Department and invite them out to come out and inspect the lane, meeting Cllr David Barnes. Clerk to copy everyone in to the email.
Cllr Maggie Tomkinson announced we have received 5 declarations of interest in tendering for the Parish Paths work. Cllr Tomkinson mentioned Cllr Stone is assisting in the process of the tender process and asked Cllr Randle if just 3 Councillors could work on the review process. Cllr Pidgeon added George had emailed his interest but it had not been received. We note his interest.
