Job Purpose:
The purpose of this role is to provide assurance that regulatory compliance is being achieved and to provide leadership and direction on the Health, Safety, Security, Wellbeing and Quality Standards (SHREQ)1across CODA and to ensure that the mechanisms are in place to communicate the respective legal requirements and CODA standards to the relevant stakeholders.
The role is expected to provide strategic direction and leadership on these issues to all airports owned by or affiliated to the Regional City Airports (RCA) group.
Principal Accountabilities
- To provide oversight and assurance on all regulatory compliance and legislative requirements, focusing predominantly on safety and security.
- Provide assurance and advice to Senior Managers regarding the SHREQ performance of the airport. Setting & driving the development and implementation of SHREQ strategy and policy, including procedures for risk assessments, hazard inspections, compliance and safety audits.
- Provide guidance to the airport board on delivery of best practice in SHREQ and to incorporate new issues which affect the business.
- To develop and implement a management information system which demonstrates the compliance performance of the airport with regulations imposed by the Civil Aviation Authority (CAA), Department for Transport (DfT), Health & Safety Executive (HSE) and others.
- Working with others to identify the appropriate metrics to assess the effectiveness of the system with regular reviews and feedback to improve performance.
- Manage the airport’s Risk Management Strategy including oversight of risk registers and all insurance matters.
Principal Tasks and Duties
- Update and maintain the SHREQ database.
- Work on own initiative carrying out proactive inspections of any department or function within the Airport and taking informal action to ensure compliance with legislative and regulatory requirements.
- Provide professional advice to CODA Management Team to assist in compliance with legislation.
- Lead the co-ordination, implementation and monitoring of the SHREQ Policies and documentation (Health and Safety, Risk management, Environmental, Quality Management etc.) across the Airport.
- Inspect and monitor all areas to ensure compliance with the H&S at Work (NI) Order 1978 and subordinate legislation.
- Conduct any assessments as required by the legislation.
- Attend and lead SHREQ committees e.g. Health and Safety Group, and provide reports and information as necessary.
- Working with all departments,identify the SHREQ training needs and assist with the delivery of same.
- Engage external stakeholders and regulators to optimise the SHREQ performance at the airport e.g. Health and Safety Executive and the Environment Agency, Civil Aviation Authority, Department for Transport etc.
- Develop and implement effective management systems including resilience and contingency planning to ensure effective management of SHREQ risks and business continuity.
- Develop, maintain and ensure delivery of a dynamic risk management system including risk assessment training maintenance of risk registers.
- Investigate and monitor all SHREQ accidents, incidents and near misses. Co-ordinate (and conduct where necessary) detailed investigations, take statements, prepare reports and make recommendations.
- Manage the airport’s insurance requirements and provide all necessary information and assistance required to deal with claims.
- Audit the Airport’s Safety Management System and ensure that this is kept up to date and to accurately reflect activities and resources.
- Work with the Airport Directors to manage the strategic agenda and provision of Occupational Health.
- Carry out formal management system reviews including monthly Safety and Security reports, Quarterly Reviews and an annual SHREQ Report.
- Co-ordinate with the Maintenance Manager (and others) the safe management of Contractors on site, including tool-box talks and Contractor briefings.
- Assist in co-ordinating the deployment of RCA safety and compliance systems at CODA e.g. OSHENS, Zero Harm, CIMS etc.
- Undertake SHEQ assignments at other RCA airports as a source of Revenue for CODA (Operations) Ltd.
- In the event that SHREQ matters have been repeatedly ignored by the SMT and the Managing Director, the post holder has the authority to take the matter directly to the board

Qualifications and experience
Essential Criteria
- NEBOSH Diploma or similar qualification.
- A minimum of 3 years post qualification experience in health, security, safety and environment at a senior level within an organisation.
- Hands on experience in Project Management, conducting Audits, investigations & root cause analysis.
- IT literate.
- Strong negotiating and influencing skills.
- Sound analytical skills including the ability to interpret and present a range of statistical and qualitative data and identify trends in a meaningful way.
- Have led significant change management projects to successful conclusion
- Excellent interpersonal skills
- Excellent knowledge of NI, UK and EU Health and Safety legislation.
