Dear Member,

I enclose for your attention the standards for car parking (Table 10.1 & Table 10.11 Car Parking Standards for Various Land Uses)in the current Kilkenny County Development Plan 2002 and Kilkenny City & Environs Development Plan 2002 (Appendix A). A review was initiated by the members of Kilkenny County Council following a special Meeting held on Tuesday 31st May to review the operation of the Development Contribution Scheme. It was agreed that while the rate of contribution for shortfall in each car park space is reasonable and is in line with other Planning Authorities, the required amount of parking as specified in the Development Plans needs to be updated.

The current commercial car park provision in the county area is based on one car space per 10 square metres. Having regard to modern practice, one space per 20 square metres would be more reasonable. I have now enclosed the revised Table 10.1to be inserted in section 10.13 (Appendix B) of the County Development Plan 2002 and Table 10.11 to be inserted in section 10.11 of the City & Environs Development Plan 2002 outlining the change in calculation from 10 square metres to 20 square metres for commercial properties. The City & Environs Development Plan will have to be varied as the changes affect its administrative area.

I have also updated and included additional categories for inclusion in both Development Plans to bring these categories in line with modern car parking standards and where some categories werenot included in the 2002 Kilkenny County Development Plan.

The following are the main changesto the current car parking standards highlighted for your attention

Hotel function rooms1 space per 10 sq. metres

Public houses, inc.1 car space for every 20m2 of bar and lounge floor

As all variations must be scoped for its impact on the Environment, an SEA (Strategic Environment Assessment) must be carried out first before notice of Variation is published.

This review of Car Parking Standards will entail a variation to the current CountyDevelopment and City & Environs DevelopmentPlans. The following is an outline of the procedure that must be followed:

  • Draft policy sent to Departments of Marine & Natural Resources, Environment & Local Government and EPA to ascertain if a full SEA (Strategic Environment Assessment) is required
  • Draft to go before Members at the July County Council Meeting to be held on 18th July to agree to publish draft as a variation to Development Plan (s.13)
  • Publish notice in paper depending on receipt of SEA decision
  • General Public have 4 weeks to make submissions
  • Manager must prepare report within next 4 weeks
  • Members have 6 weeks to consider Managers Report (Council meeting Monday 19th September)
  • Members may by resolution make the variation, with or without modifications, or they may refuse to make it. (Council meeting Monday 19th September)

Where a number of uses are contained within one development, the various uses shall be separated and the overall parking requirements for the development shall be assessed relative to each separate use in order to compute the overall parking requirement for the development (e.g. in a hotel the function rooms, bars etc. shall be assessed as separate from the bedroom provision).

In addition to the above requirements, developers will be required to provide and maintain loading and circulation facilities sufficient to meet the likely demand of each development.

In addition to the above requirements, developers will be required to provide and maintain loading and circulation facilities sufficient to meet the likely demand of each development.
