Overall Purpose:
As a member of the Executive Management Team play a lead role in supporting the Chief Executive in the development and implementation of Tai Ceredigion's vision and strategy with particular responsibility for finance and other corporate functions.
To lead on the development and delivery of high quality Financial Strategy and Business Plans that enable Tai Ceredigion to meet its objectives for financial viability, business efficiency and growth.
Key Responsibilities:
- As Director of Corporate Services to take responsibility for all aspects of the strategic governance, risk management, and regulatory compliance of the organisation, as required and directed by the Chief Executive.
- To take the lead in the development of financial, business improvement, ICT, governance, regulatory and self evaluation strategies and policies.
- To ensure that the Board and its Committees are provided with full financial, risk and regulatory compliance information to enable them to make well-informed decisions within their overall mandate.
- To prepare and keep under review the organisation's business and corporate plans, and to provide clear and regular management information on key indicators of the company's financial, cash flow and governance performance
- Ensure that the company's financial systems comply with statutory/regulatory requirements and other best practice and that internal and external audit requirements are met in respect of financial matters.
- Lead the treasury management function, and (together with the Chief Executive) the negotiations
and relationships with lenders and other bodies which will maximise on funding options.
- Develop and maintain risk management procedures and appraisal systems for all significant areas of risk, and make appropriate recommendations in liaison with the Chief Executive and other Directors.
- To take responsibility as Company Secretary, and ensure that the organisation meets all statutory and good practice requirements in relation to governance.
- To ensure that Tai Ceredigion delivers excellent customer services through all services and in particular through leadership of the financial services, business improvement and ICT teams.
- As a member of the executive team to monitor and evaluate performance/business effectiveness with particular focus on the financial and strategic business objectives and operational plans.
- Provide leadership and direction to all finance, business improvement and ICT functions ensuring these teams provide integrated and high quality solutions, focussed on giving the best possible service to customers whilst operating within budget.
- Together with other members of the Executive team to ensure that Tai Ceredigion promotes an active commitment to equality and diversity in all aspects of service and employment, and in particular leads on the delivery of a bi-lingual service, and adherence to the organisation's Welsh Language policy / Sector approved Welsh Language Standards.
- As a member of the Executive team, to adopt a collaborative and supportive approach, maintaining up to date professional knowledge and providing advice and assistance as required.
- Engage in the diversification and growth strategy of the business, identifying and maximising opportunities for additional funding and income generation.

Qualifications/Skills:
- Relevant professional financial qualification e.g. ACCA / FCCA.
- Management qualification (Desirable).
- Evidence of continually developing professional knowledge.
- Willing to learn Welsh to ALTE level 3 within 3 years (if not already a Welsh speaker).
- Ability to use I.T. effectively as a management tool.
Experience:
- Significant senior level financial management experience.
- Leadership of diverse teams delivering both internal and external services.
- Delivery of company secretarial functions.
- Formulating and implementing business and strategic plans and delivering results.
- Developing and implementing policies that promote customer service and best practice.
- Proven ability to work effectively with Boards, Trustees, Committees or similar voluntary bodies.
- Promoting equality and diversity in relation to employment and service delivery.
- Proven success in building effective partnerships.
Knowledge/Understanding:
- Deep understanding of a debt funded organisation and the issues facing LSVT Housing Associations.
- Knowledge/Understanding of current and future challenges facing social housing and understanding of public sector issues and sensitivities.
- Knowledge of corporate governance practice and issues.
- Understanding of Welsh Government (or similar body)
- Understanding of the needs of rural communities (Desirable).
- Well developed understanding of the dynamics of business and financial management within a complex organisation.
- Up to date knowledge of legislative frameworks and key issues relevant to the post.
- Knowledge of company secretarial responsibilities.
