Ashok Malhotra (Oracle): Simon: We need a super-majority ballot

Ashok Malhotra (Oracle): Simon explains process -- updating the references

Ashok Malhotra (Oracle): Anish: We should not refer to "latest" in cross-references

Ashok Malhotra (Oracle): ... they can change from under you and not clear what you do then

Ashok Malhotra (Oracle): ... ok for non-normative references

Ashok Malhotra (Oracle): ... recommend we use specific refereneces and not "latest"

Ashok Malhotra (Oracle): ... coordination is not so bad

Ashok Malhotra (Oracle): Mike Edwards: The specs will not change. So, referencing specific versions is fine.

Ashok Malhotra (Oracle): ... references to the Test Cases should be "latest" as it may change

Simon Holdsworth: The alternative text to put in the DCR would be for each normative reference: "Expected approval status and date: Committee Specification, <month> 2013"

Ashok Malhotra (Oracle): Anish: Not a great deal of extra coordination required if we use specific references

Ashok Malhotra (Oracle): ... coordination required for TC Admin

Ashok Malhotra (Oracle): Anish: TC Admin should not recommend "latest" references

Simon Holdsworth: Here is the motion draft:

The TC acknowledges that approval and publication of the specification may be delayed by the Designated Cross-Reference Changes.

Ashok Malhotra (Oracle): Mike Edwards: Questions if that's the current reference?

Ashok Malhotra (Oracle): Anish: You may want to point out to TC Admin that there have been no material change in the specs

Ashok Malhotra (Oracle): Eric: Questions acknowledgement

Anish Karmarkar: this sounds like cya for tc admin

Ashok Malhotra (Oracle): Simon: That's part of the process

Anish Karmarkar: how about "TC agrees that there is no material change to the specification from the last PR draft"

Ashok Malhotra (Oracle): How about "The TC asserts ..."

Anish Karmarkar: fine with me

MartinC : if the underlying spec being referenced has non-material changes then by definitions changing the reference to the new one is non-material

Ashok Malhotra (Oracle): Mike Edwards: Moves that the chair request the TC Admin to ...

Anish Karmarkar: @martin, agreed

Anish Karmarkar: ... we wanted to add that in the motion so TC Admin doesn't have to ask that question

Simon Holdsworth: Mike Edwards moves that the TC approves the Chair requesting that TC Administration hold a Special Majority Ballot to approve the SCA Web Service Binding Specification Version 1.1 contained in http://docs.oasis-open.org/opencsa/sca-bindings/sca-wsbinding-1.1-spec-csprd03.html as a Committee Specification, in addition the TC approves the Chair requesting that TC Administration update the following Designated Cross-References as defined by https://www.oasis-open.org/policies-guidelines/tc-process#crossRefs during publication of the Committee Specification:
