COUNTY BOARD OF APPEAL AND EQUALIZATION

The Board of Equalization met in the Commissioner’s Room of the County Courthouse in the City of Madison, MN at 6:30 p.m. on Monday, June 20, 2016. The pledge of allegiance was recited. County Commissioners Roy Marihart, Graylen Carlson, Todd Patzer, Terry Overlander, and DeRon Brehmer and County Auditor-Treasurer-Coordinator Jacob Sieg were sworn in by County Assessor Lori Schwendemann as the Board of Equalization.

The Board organized by electing Todd Patzer as Chairperson and Jacob Sieg as Clerk of the Board.

Upon review of the draft meeting minutes, a motion was made by Commissioner Carlson and seconded to approve the minutes of June 15, 2015. Upon vote, all voted in favor.

Mr. Steven Farmen was the only member of the public wishing to speak to the Board. Mr. Farmen explained that he had purchased a bare lot in the City of Dawson for $50. A 2016 assessed market value of $1,000 was given to the property. Mr. Farmen requested that the property be re-assessed at a value matching the actual acquisition cost. Mr. Farmen presented several documents which he felt supported the reduced valuation. In response, Ms. Schwendemann presented additional documentation and sales data which supported the current assessed value of $1,000. Following discussion, the Board took no action.

Ms. Schwendemann presented an update of pending state legislation relating to property valuation. Ms. Schwendemann also offered a reminder that required CBAE training for four of the Commissioners would expire on 12/31/16, so those Commissioners would need to complete training before the 2017 CBAE meeting. Finally, Ms. Schwendemann provided a basic synopsis of the County’s overall 2016 Assessment.

There being no additional citizens present for public testimony, the Board of Equalization for 2016 adjourned at 7:25 PM.
