Minutes of the meeting of Kilpin Parish Council held on Thursday 7th April 2016 at Scholfield Village Hall, Skelton.

2 Apologies There were no apologies. Elizabeth Wilburn had
stated earlier in the day that she would be at the
meeting, but she failed to attend.
Later when JI arrived home and checked, there
was an email message with EW’s apologies.
1057 3 Code of Conduct
a. There were no declarations of interest.
b. There were no requests for dispensations given in respect of
agenda items listed below.
1058 4 Public Participation
No members of the public were present.
1059 5 To approve the minutes of the Parish Council meeting of 3rd
March 2016.
The minutes of the meeting of 3rd March 2016 were signed
as a true record.
1060 6 To consider planning matters/decisions
Proposal: External and internal alterations to allow conversion of barn to dwelling
Location: Priory Farm Main Street Kilpin East Riding Of Yorkshire DN14 7TL
Applicant: Mrs V Coulbeck
Application type: Full Planning Permission

This matter was discussed and the council raised no objects to the
Application.
1061 7 To note actions taken from the last meeting.
Problems at the Port and Scotts
GH met with Paul Robinson from ERYC and Councillors Victoria
Aitkin and Linda Bayram on 15th March at the port, Howdendyke, to
discuss the problems regarding parking and signage and unsafe
loads.
It was decided that a pedestrian crossing would not be feasible at
the site. The area where the wagons parked was not a Highways
Issue and those drivers who parked on the footpaths should be
reported to the police.
Paul Robinson would look into the installation of a footpath and the
erection of bollards, on the footpath to prevent the lorries parking.
Further signage on the fencing would be informative.
A resident had commented to KP that large lorries were turning down
the road to Howdendyke, assuming that they could access Scotts,
and when unable to do so, had to reverse back out. This was
dangerous and often occurred at night.
JI was asked to look into contacting Scotts to ask them to consider
erecting a sign stating ‘No access to Scotts’. JI
Monthly checks
DF had carried out the monthly checks during KP’s absence and was
thanked for his efforts.
1062 8 To note matters regarding Scholfield Village Hall including
repairs and lettings.
Roof There was no further evidence of any leaks from the roof.
Door: LT said that Paul Nicholson would begin the door repair during
The week beginning 11.04.16 and JI would send PN the hall lettings
diary. Also he would look at the repair to the noticeboard at the same
time. JI
1063 9 To discuss local issues: Noticeboard at Balkholme and the
Lighting of the Beacon.
Noticeboard: The noticeboard at Balkholme was in place.
Beacon: Arrangements for the Beacon ceremony and social event
were underway following the meetings which had been held with the
Council and FOSVH. LT had contacted Steven Goulden who has
been asked to sing the National Anthem at the event. A resident is
to be asked to perform a reading at the event. LT
1064 10 To discuss the sale of land at Skelton
At a previous meeting the decision to sell the Parish Field at Skelton
had been raised and a vote was taken and the councillors present were
unanimous in their decision to proceed with the sale, on condition that
the legal fees were affordable. JI had made investigations as to the
location of deeds and a local solicitor had provided the council with an
approximate cost for the registering of land and title deeds.
At another meeting, EW who was not at the original meeting, voiced
objection to the land being sold.
At the meeting on 7th April, 2016, further discussion ensued and EW’s
thoughts were taken into consideration (in her absence), but the
points regarding the poor state of the land and cost of upkeep arose. A
further vote was taken and a unanimous decision was made that the
land should be sold, if the legal fees were affordable. JI to seek two
further quotes from solicitors.
GH requested that a quote should be obtained for the establishing of
title deeds and registration of land at Lamb Lane, Newport should be
obtained. JI
1065 11 To discuss problems with the caravans at Beechwood, Kilpin.
Some of the caravans have been removed from the site. Planning
Enforcement officers from ERYC have spoken to the owner who said
she would be putting in a planning application for the site.
1065 12 To note any matters arising re protection against flooding.
Sue Nicholson, Clerk to Blacktoft and Gilberdyke Parish Councils will
organise a meeting and KPC councillors will attend.

1067 14 To discuss the Matthew Pickering Charity
JI and LT had contacted Paul Shields (PS) re the charity but had not received a reply. Two of the current parish councillors (EW and DF) are members of the board of the Matthew Pickering Charity and PSis
the chairman. LT asked DF if he could try and contact PS as the Parish Council had to publish a report and accounts regarding the charity and PS is to be invited to the Annual Parish Meeting. The charity issues grants to children in the parish, to help them pursue further education. The question of eligibility needs to be established and the charity should be advertising their offer of grants in order to meet the needs of the Transparency Code.
1068 15 To discuss the Parish Council website with regard to the
Transparency Code.
JI still requires more information for inclusion on the site. Photographs
of the councillors present were taken and would be uploaded on the
web site.
1069 16 To approve clerk’s salary and expenses
JI’s salary for March was submitted and a short meeting was held
with the personnel committee to discuss the year end documentation.

The date for the Annual Parish Meeting: Thursday 12th May 2016 at 7pm
(the original date for the May meeting had been changed due to the hall
being used for the election for police commissioner.
The May Parish Council Meeting will follow the Annual Parish Meeting.
