Dear Julayne,

SEIU/NAGE demands to bargain and requests information regarding the memo sent to NAGE members employed at DOR on June 24th regarding the Commissioner’s plan to reorganize DOR bureaus. We further request that no changes be implemented until such time as we have received the information requested and have bargained to fruition. SEIU/NAGE additionally demands to bargain over, including but not limited to, the impact and potential change in job duties, job title, case load and reassignments, training and restructuring of NAGE members and positions.

SEIU/NAGE requests the following information:

  1. Proposed New Organizational Chart that outlines the proposals in the memo. Please also provide the current organizational structure of the DOR and bureaus.
  2. A list of all employees that retired as a result of the ERIP. Please include their titles and departments they are retiring from.
  3. Please provide a breakdown of the number of employees lost in each department/bureau and in each bargaining unit title.
  4. Please provide the plan and number of positions that will be backfilled due to the vacancies from ERIP. Please also provide a list and breakdown of the positions the DOR does not intend to backfill or post that resulted from the ERIP.
  5. Please provide any and all internal postings and promotional opportunities that will be offered as a result of the vacancies due to ERIP.
  6. Please provide a list of all reassignments, transfers or job title changes proposed for NAGE members.
  7. For those NAGE members that the DOR plans to transfer, reassign or changes job titles, please provide the plan for notice, training and the change in job duties/title/Department/geographic location and reporting supervisor/manager.
  8. Please provide the proposed plan to address the increase in case load that will likely result from the vacancies due to ERIP.
  9. A seniority list of all NAGE members in Units 1 and 6 to include, name, bargaining unit title, functional title, date of hire, other state service date, department, civil service status and work location.

Please provide a response to John Mann, President Unit 1 and to my attention. In addition, please copy Kevin Preston at as he will be the lead contact person regarding this matter.
