Report of the Initiative of the Environmentally Sound Management for E-waste in Qingdao

- Background
The initiative of the environmentally sound management for E-waste was held to undertake a local mechanism to set up an environmentally sound management of E-waste in Qingdao. Qingdao is one of the main industrial cities to manufacture man-made products containing hazardous materials, e.g. electric household appliances. As the result of the industrialization and urbanization, Qingdao confronts various environmental issues due to lack of capacity to fully tackle the issues. E-waste issue is one of the urgent environmental issues because there is no special collection system separated from solid waste management in Qingdao. E-waste has the great potential to be reused and recycled if E-waste is dealt with as reusable and recyclable wastes on the environmentally sound management. This initiative meeting was co-organized by the Asia-Pacific Regional Centre for Hazardous Waste Management Training and Technology Transfer (the Basel Convention Regional Centre in China (BCRC China)) and Qingdao Environmental Protection Bureau (Qingdao Solid Waste Management Center, Qingdao EPB).
Report on WEEE Environmental Sound Management Action
(Asia-Pacific Region Centre)
In order to carry out 《Basel Convention》strategy plan and according to corresponding requirements of secretariat of Basel Convention, the activity of “Propose on WEEE sound Environmental” was convened in Tsingdao in the afternoon, Aug.12,2004. This activity was co-organized by Tsingdao Environmental Bureau and Asia Pacific Regional Centre for Hazardous Waste Management Training and Technology Transfer.
一、General summarization
- 1 、PurposeObjectives
The main purpose of meetinobjectivesgwereis to:
- Establishment of a local mechanism between all stakeholders to tackle common environmental issues together;
- Initiative of the environmentally sound management for E-waste based on the analysis of the current treatment and disposal situations;
- Awareness-raising of the citizens and strengthening E-waste management system;
- Contribution to the national capacity of hazardous wastes on the environmentally sound management implemented by all stakeholders of a public-private partnership aimed at long-term cooperation, including central and local governments, private sectors addressing hazardous wastes, dischargers of hazardous wastes, research institute and academia.
(1)Provide a platform of intercommunion and study each other;
(2)Issue WEEE environmental sound management advocate letter by dint of analyzing current status of WEEE treatment and disposal;
(3)Enhance public participation consciousness and strength WEEE management system;
(4)Contribute to national hazardous waste environmental sound management by reinforcing coalition between hazardous waste generation enterprises, hazardous waste treatment and disposal facilities and central and local government, non-governmental organization, research institutes, colleges and universities and establishing long-term cooperation relationship.

The initiative meeting was attended by 38 participants from the national environmental organizations, Qingdao municipality, Qingdao local disposal facilities, manufactures, anduniversities in Qingdao, media, BCRC China, etc.
38 participants from different departments including national environmental organization, Basel Convention Asia-Pacific Centre, Tsingdao municipal government, treatment and disposal facilities, production enterprises, universities of Tsingdao city, media etc.

The initiative meeting was presided by Mr. Wu Yangiu, Director, Qingdao Solid Waste Management Centre. The main topics were as follow:
- Introduction of the contents of the initiative meeting under the project;
- E-waste management status under the framework of the Basel Convention;
- Technical and political circumstances of E-waste management in China;
- Expatiation upon recycling policy and the initiative of the environmentally sound management for E-waste;
- Signature on the initiative.
Dr. Li JInhui, Administrative Director, BCRC China, explained the status of E-waste management under the framework of the Basel Convention. The contents were as follow:
- Background and process for the adoption of the Basel Convention;
- Mission of the Basel Convention;
- Main objectives of the Basel Convention;
- Regional workshop on the environmentally sound management for E-waste held in 2002 in China;
- High-level roundtable on environmentally sound management of electrical and electronic wastes as the side-event of the COP 6;
- Decision VI/31: Sustainable partnership for the environmentally sound management of end-of-life mobile telephone;
- Initiative of sustainable partnership on the environmentally sound management of end-of-life mobile phones signed by the manufacturers of mobile phones in 12 December 2002;
- Short-term activities (2003-2004) of the Strategic Plan for the implementation of the Basel Convention.
Mr. Wu Yanqiu, Director, Qingdao Solid Waste Management Centre, announced the contents of the initiative (See in next section). All participants signed to the initiative, witnessed by BCRC China and Qingdao EPB.
- Initiative of the environmentally sound management for E-waste
The contents of the initiative are as follow:
A significant amount of E-waste which contains hazardous materials is generated, and E-waste may cause the adverse effect to human health and the environment by the environmentally unsound way. Therefore, we all call that:
- Producers shall reduce using hazardous materials and raw materials to manufacture new products, adopt the design for easier disassembly, maximise remanufacture and recycling potential of electric and electronic products and avoid the pollution to human health and the environment;
- Consumers, especially large-scale users, e.g. governments and enterprises, shall encourage to hand over hazardous wastes to appropriate facilities which have enough capacity to dismantle and reutilize hazardous wastes on the environmentally sound management;
- Government and all authorities concerned shall support the industrial sectors to develop the way of E-waste reutilization;
- All stakeholders addressing same issues shall establish a partnership for cooperation and tackle the common issues of E-waste together.

The meeting was presided by Mr. Wu Yanqiu, director of Tsingdao solid waste management centre. The topics mainly included:

Introduction the meaning and contents of this action;
Expatiate on recycling policy and advocate letter of WEEE;

At the beginning, Dr. Li JINHUI, Administrative Director of Asia Pacific Regional Centre for Hazardous Waste Management Training and Technology Transfer, explained the status of WEEE management under Basel Convention framework. The contents mainly include: (1) Adoption process of Basel Convention of Controlling hazardous waste transfer cross the boundary and corresponding disposal, (2) Mission of Basel Convention, (3) Main objectives of Basel Convention; (4) WEEE environment sound management seminar in Asia-Pacific region,(5) Ministry round table meeting on WEEE environment sound management, (6) Resolution on establishing sustainable cooperation partnership about discarded cell phones environmental sound management, (7) Advocate letter on discarded cell phones environmental sound management,(8) 第一次不限名额工作组, (9) 2003~2004 activities plan which aims to implement corresponding objectives of environmental sound management involved in Basel Convention.
In the end, Mr. Wu Yanqiu, director of Tsingdao solid waste management centre, announced the advocate letter sponsored by Tsingdao solid waste management centre and Asia Pacific Regional Centre for Hazardous Waste Management Training and Technology Transfer. And attendee signed on the advocate letter .
三、Advocate letter
Hereinafter are the details of advocate letter:
The amount of WEEE becomes enormous. WEEE contains toxic substance and will cause serious environment problems and jeopardize human health if not being proper disassembled and recycled. Based on above common cognitions, we all call for:
Producers should reduce toxic and harmful substances use in the new products, reduce raw materials use, adopt easy-to-disassembly and reutilization manners to produce electric and electronic equipments and Consumers of electric and electronic appliances, especially government and large-scale facilities and enterprises, are encouraged to hand over WEEE to designated companies which have the environmental sound disassembly and reutilization capability.
Government and all the society should support the development of WEEE reutilization industry.
All the interrelated departments having common interests of WEEE establish cooperative partner relationships.
