Overview of the Post:
The Payroll Officer is responsible for the day-to-day operation of the York CVS Payroll Service (internal and external payrolls), overseeing the work of the Payroll Administrator and supporting the Finance Manager with the development of the service in terms of operational efficiency and increasing the volume of payroll clients.
Duties and Responsibilities
- To coordinateall of the work of the York CVS Payroll Service,including the York CVS payroll, ensuring work is appropriately allocated between the Payroll Officer and the Payroll Administrator
- Working with the Payroll Administrator on all aspects of payroll processing on an ongoing basis.
- Keep up to date with all statutory and regulatory changes that affect the provision of a payroll service(attending external seminars and briefings as required) and make recommendations to the Finance Manager on new processes and ways of working to implement the changes.
- Administer the pensions for clients of the York CVS payroll service including the pensions of York CVS staff
- In collaboration with the Payroll Administrator, develop and maintain a full procedures manual for the service.
- In conjunction with the Finance Manager, set charges for the external payroll service and ensure delivery of service in line with service agreements.
- Promote the payroll service by working in conjunction with other York CVS staff in order to grow the client base.
- Respond to all payroll related queries, including those from employees, employers, the DWP,HMRCetc.escalating to Finance Manager as appropriate and referring any contractual/employment law queries to the HR Adviser.
- To liaise with other CVS service providers e.g. HR Adviser andFinance and Accounting Advisers, to ensure clients are aware of all York CVS business support services.That information is shared appropriately internally and ensure consistency of information and advice is given.
- To work collaboratively with the HR Adviser to ensure that both HR and Payroll give consistent advice to clients with regard to the application of statutory employment entitlements, and operate the same methods of calculatione.g. pro rata holiday entitlement, redundancy calculations etc.
- Maintain a payroll client database with details of each client’s terms and conditions of employment, available to the HR Adviser. In collaboration with the HR Adviser, to ensure that each new payroll client is set up with regard to how clients apply both statutory and contractual entitlements via their payroll, and to identify and provide advice and guidance to clients, liaising with the HR Adviser where necessary on complex matters.
