DOCUMENTS REQUIRED FOR OBTAINING THE PERMIT (should be submitted online)
1.Application for a permit
2.A document authorizing the Applicant’s representative to file the application for a permit (if the application is filed by the applicant’s representative)
3.The Vehicle Certificate of Ownership
4.The Vehicle Registration Certificate
5.The Goods Vehicle Technical Inspection Certificate or test card certifying the compliance of the vehicle to the mandatory Motor Vehicle Safety Standards.
6.The Driver’s proof of identity in compliance with the Common Standards.
7.Documents proving the need to carry out freight transportation within the restricted traffic area (for legal entities and sole traders):
- a contract certifying the need to carry out freight deliveries and showing the nature of the freight, loading/unloading addresses and times, frequency and volume of the freight deliveries;
- the applicant should have a special permission to transport bulky and/or heavy goods;
- for perishable and frozen freight, the applicant should have documents showing their storage life and conditions;
- for hazardous freights, the applicant should have in place the license to handle hazardous freight;
- to access their parking lot, the applicant should have a copy of the contract and /or the certificate of ownership for a parking stall(s) (showing the number of owned parking stalls) within the restricted traffic area;
- Documents for goods vehicles operating under international contracts:
- the contract under which the freight is being handled (CMR);
- the approval card for the vehicle carrying out international freight deliveries;
- - the Driver’s License of appropriate category, and from 5th November the Russian National Driver’s License for appropriate vehicle category and subcategory;
8.Documents for individuals who need to reach their homes:
- the original of the document proving that the applicant resides within the restricted traffic area;
- a copy of the contract and /or the certificate of ownership for a parking stall(s) (showing the number of owned parking stalls) within the restricted traffic area.
This is a comprehensive list of documents required for obtaining the permit.
The applicant - on their own initiative - can submit other documents justifying the reasons why the applicant needs to operate their goods vehicle within the restricted traffic area.
