Application Form /
- Follow the instructions carefully and answer all questions completely.
- Each part of the application form must be completed in English. Incomplete applications will not be considered.

Citizenship Requirement /
- Must be Afghan citizens, currently residing in Afghanistan
- Dual citizens or permanent residents of other countries are not eligible.
- All Fulbright programs in Afghanistan provide support for the recipient ONLY.Dependents, including spouses or (Maharam), cannot accompany the recipient.
Personal Identity /
- Applicant must enter his/her personal information accurately as it appears (or will appear) on his/her passport.
Standardized
IBT TOEFL Test /
- Must have TOEFL/iBT score of 75 for Master’s Programs and at least 80 for Doctoral Programs
- A screenshot of TOEFL score must be included in the application package.
- Scores from PBT or IELTS are not acceptable.

GRE and GMAT /
- GRE or GMAT score not required until being selected as a finalist or alternate for the Fulbright program.
- If you have already a GRE or GMAT scores, please provide the information in the Application Form.
Study Research Objectives /
- A clearly articulated study objective or academic goal statement is an important component of your Application Form. This is your opportunity to state what you want to study and to achieve.

Personal Statement /
- A narrative statement describing how you have achieved your current goals
- Highlight your strengths and address any inconsistencies or perceived weaknesses

Resume/CV /
- An up-to-date curriculum vitae (CV) or resume is required and is part of the application package.
Letters of Recommendation /
- 3 letters of recommendation from academic instructors, professors or work supervisors are required.
- Letters of recommendation must NOT be written by applicant’s relatives or friends.
- All recommendation letters must be scanned and included in the application package.

Diploma(s) and Transcripts /
- A four-year bachelor’s degree with eight (8) semesters of graded transcripts is required for Master’s program.
- Applicants with three-year degrees (for example, from some Universities of the U.K., India or Pakistan) must have an additional one-year diploma and transcript of two semesters from an accredited university or one year of graduate studies toward a Master’s degree.
- All documents (diplomas and transcripts) must be attested by the Afghan Ministry of Higher Education (MoHE) and Ministry of Foreign Affairs (MoFA).
- Applicants who have completed their bachelor’s degree before March 20, 2015 but have not received their official diploma, may, in lieu of the diploma, attach an official letter from the Ministry of Higher Education, certifying their graduation as well as their final transcript evidencing attainment of a bachelor’s degree. However, such applicants must provide official diploma as soon as possible.
- Ph.D. applicants must provide a copy of their diplomas of four-year bachelor’s degree and two-year Master’s degree.
Translation of Documents /
- All documents, including diploma, transcripts, and recommendation letters, mustbe translated by an official translation company.
Writing Sample /
- Only required for Ph.D. applicants; Research paper, published article, paper done for a course are all acceptable.
University Preference /
- University preference is not expected.
