Minutes of the Meeting held on the 26.10.17 in the Defra room umphreysHat Llanymynech Village Hall.

PRESENT: Councillors Dilys Gaskill (Chairman), Adam Brown, Ken Allcock Robin Hitch, Peter McConville, Terry Mason, Ian Pollitt, Peter Roberts, Barry Robinson, Janet Smith and Mark Vickers, Clerk Vivien Byrne, Shropshire Councillor Matt Lee, Mark Blount, Shropshire Council and Mr & Mrs David Lewis.

17/129 POLICE REPORT. PCSO Iremonger reported ongoing investigation on the fire at in Llanymynech on the 19.9.17.

17/130 LLANYMYNECH LIMEWORKS HERITAGE AREA. Mark Blount, Green spaces etc spoke about Shropshire Council’s financial difficulties having to make savings of millions of pounds. He had visited last year to explain the limitations and request a financial contribution to their work on the site. They would have to maintain their statutory responsibility to the site, but they would not be able to maintain their non statutory role, e.g. developing site management plans, providing expert advice, developing volunteering activities, developing projects and applying for grant aid. It was recognised that the work of the volunteers equated to 18 hours per week. Cllr Gaskill declared an interest as a member of the Llimeys and a volunteer on the site. A letter from the Llimeys volunteer group detailed all their work, including site checks for health & safety, repairs and maintenance work throughout the site, upkeep of the stable building, implementing management plans, expert habitat advice and talks to groups and schools. They also organise and hold events, develop projects with partners and apply for and gain grant support. Many of their members are qualified in relevant specialities and hold chain saw licences. Mark commented that any monies paid by the Parish Council would be ring-fenced to be spent on the site. The legality of contributing to Shropshire Council was queried and the Clerk agreed to make enquiries. Mark said other PC’s had confirmed this was permissible. It was suggested that the funding could be given direct to the Llimeys. Mark offered to provide a report on the amount of work needed and how much could be done. It was Proposed and RESOLVED that the item be placed on the December meeting Agenda.

17/131 BADGERS GREEN ESTATE ROADS ADOPTION AND WILDLIFE AREA. The adoption of the highways and the wildlife area was raised with Mark. He had now met with John Booth of Persimmon and had discussed what was needed there. They would like to start work in November and then in February start the planting. Mark Vickers said the area was now growing well and would not need planting. Cllr Lee had been emailing Mark Wooton about the adoption of the roads, but no progress had been made, which was difficult for residents wishing to sell their houses. Mark Blount promised to contact Mark Wooton to expedite this. Mark Blount left the meeting at 7.55pm

17/132 ATTENDANCE OF THE PUBLIC. Mr & Mrs. Lewis of New House Farm, Crickheath addressed the Council about their proposal to site 3 demountable camping cabins on their 10 acre field between Penygarreg Lane and the farm house. Photographs of the cabin design were shown. The proposal had the support of businesses in the area and the planning officer had advised them to seek the views of the Parish Council. Questions were asked about the size of the cabins, the field entrance and the impact on CRT plans for the Montgomery Canal. It was agreed that the Council could only comment when a formal planning application was received, but were pleased to have been consulted at this stage.

17/133 SHROPSHIRE COUNCIL REPORT. Shropshire Councillor Matt Lee reported there had not been a meeting of the Council to report on. He had been pressing for the adoption of Heritage Way. He had enquired about the fibre optic broadband connection and was told it would be 2 years hence. He would progress the rights of way map and was asked to obtain evidence of use forms for the unregistered path from the Heritage Area to the incline plane

17/134 DECLARATION OF INTERESTS. None, except for those in the public session.

17/135 PLANNING. 17/04602/FUL – Edelweiss, Briggs Lane Pant, erection of a double garage was considered, no comments necessary.

17/136 HIGHWAY MATTERS. Comments had been received about the litter and signs left in the village following the road works. The wet area at the bottom of Briggs Lane junction had not been resolved and this would be dangerous when ice formed. Agreed to send an email with a copy to Owen Paterson, MP. There had been no response from Kier to the 3 items put forward for their community work request, agreed to email again. A pothole in the footway adjacent to Barley Meadows estate on B4398 to be reported. The vas sign had been removed for repair.

17/137 DEFIBRILLATORS. The fund now stood at £4,045.37, which included the promised £1,283 from the Co-op fund. The Clerk reported she was trying to get the installation completed in Pant. Cllr Lee was advised that the Parish Council could get the defibrillator pat tested prior to installation at the Village Hall.

17/138 MINUTES. Minutes of the meeting held on the 28.9.2017 were confirmed and signed.

17/139 BOWLING CLUB TOILETS. Llanymynech Bowling Club wish to replace the toilets at the Club and request the Parish Council as site owners to purchase them with funding they will raise for the purpose. This was agreed.

17/140 VILLAGE MAINTENANCE. Request a visit from the Dog Warden to Pant QE11 Field also to request CRT to place waste bins on the towpath at the rear of Barley Meadows. The road sign at the end of Stargarreg Lane needs replacing as it is broken and unreadable.

17/141 FINANCIAL MATTERS AND ACCOUNTS. (a) Accounts for payment as list totalling £2,196.95 were approved for payment. (b) Expenditure v Budget to date was circulated and noted.

17/142 STREET LIGHTING. The Scottish Power agreement for the refund of £7,029 was signed by the Chairman. The Clerk gave information on sox lighting being phased out, spares would not be available after 2019.

17/143 RIGHTS OF WAY. No reports

17/144 CORRESPONDENCE. Email received concerning late night noise from the KGV

field to be reported to the Police. Place Plan review response required by 22.12.17, agreed

to place the item on the December Agenda and the Clerk to circulate details of the Plan.
