O R D E R

The Delhi Medical Council through its Executive Committee examined a complaint of Shri Kaptan Singh Solanki r/o. K-61, RBI Flats, Sarojini Nagar, New Delhi – 110023, forwarded by Medical Council of India, alleging medical negligence on the part of Dr. M.L. Sharma in the treatment administered to complainant’s son Siddharth Solanki at Moolchand Hospital, Lajpat Nagar – III, New Delhi.

The Order of the Executive Committee dated 8th August, 2013 is reproduced hereinbelow :-

“The Executive Committee of Delhi Medical Council examined a complaint of Shri Kaptan Singh Solanki r/o. K-61, RBI Flats, Sarojini Nagar, New Delhi – 110023 (referred hereinafter as the complainant), forwarded by Medical Council of India, alleging medical negligence on the part of Dr. M.L. Sharma in the treatment administered to complainant’s son Siddharth Solanki (referred hereinafter as the patient) at Moolchand Hospital, Lajpat Nagar – III, New Delhi.

The Executive Committee perused the complaint, written statement of Dr. M.L. Sharma and Medical administrator, Moolchand Hospital and copy of medical records of Moolchand Hospital.

The Executive Committee observed that the patient (Siddharth Solanki) underwent a septoplasty for an injury sustained earlier. The surgery was done under G.A. The septum was corrected except a spur posteriorly which could not be addressed by the surgeon who abandoned the surgery at that time. Adrenaline infiltration was done during surgery. Three hours later, patient complained of loss of vision in his left eye (4.30 pm). The Ophthalmologist saw the patient at 5.00 pm, Neurologist at 5.20pm, an opinion of Thrombo Embolic Phenomenon / optic nerve injury / posterior optic neuritis/central retinal AA occlusion was considered and patient put on steroids. day to evaluate orbit / orbital MM/Optic Nerve were done. The Ophthalmologist, neurologist, ENT surgeon, Anaesthetist followed the patient who was finally advised Orbital decompression under navigation and referred to Sir Ganga Ram Hospital. Opinion from AIIMS was also sought (no details available). The patient lost his vision. The line of management, the possible referrals and the possible investigation were done as needed within the earlypost operative period.

It view of the above, is the decision of the Executive Committee that prima-facie no case of medical negligence is made out on the part of Dr. M.L. Sharma in the treatment administered to Siddharth Solanki at Moolchand Hospital, New Delhi.

Complaint stands disposed.”
