About The Project / The Odisha Health Sector and Nutrition Plan has been implemented since 2007. The United Kingdom’s Department for International Development (DFID) has contracted the Technical and Management Support Team (TMST) to help key departments of Government of Odisha (GoO) to implement the Odisha Health Sector and Nutrition Plan (OHSNP). The current Technical and Management Support Team (TMST) has been in existence for the last 7 years and has focused on technical support to the Department of Health and Family Welfare (DoH&FW) and the Department of Women and Child Development (DWCD), in order to enhance their efforts on the underserved KBK+ districts ; introduce a range of innovations in service delivery,: and, to bring in systemic reforms in such areas as: human resources, financial management, procurement and monitoring. TMST has been and will continue to provide water and sanitation support for accelerated improvements in health, nutrition, water and sanitation outcomes and help implement the priority outputs under
OHSP. The focus of the current phase of technical cooperation will be to begin supporting the Rural Development Department (RD) in integrating and rolling out Water and Sanitation (WASH) strategies in selected districts.
Job Description / OBJECTIVE
The primary objective of the District SHG PLA Co-ordinator is to provide necessary assistance to the DWCD and RD Department for plan, implementation, management, coordination and monitoring with respect to activities related to Community Process and Shakti Varta.
ACTIVITIES / KEY TASKS
The technical assistance to be performed by the District Coordinator: Community Process & Nutrition shall include but not limited to following key task mentioned below:
  • Work as a Team member in Field TMST and coordinate technical support to relevant district government structures
  • Point person for the Community Process and SHG PLA implementation work and related activities in Field of Technical Management Support Team (TMST);
  • Facilitate and co-ordinate in introducing the work of Community process and TMST in the respective district
  • Work closely with the District Collector and Mission Shakti in developing and agreeing convergentdistrict work plans and in monitoring implementation. Follow up the tasks assigned in respective work area by developing a formal action plan and sharing with District.
  • Engage in external and counterpart relations by acting as Technical and Management Support Team’s ( TMST) representative to the Government, partners and other external stakeholders and also ensure sound and professional relationship with counterparts based on the sharing of evidence-based information and/or provision of technical , managerial and operational support
  • Work closely with state level technical experts in ensuring the district level requirements are integrated into district annual work plan
  • Support teams to ensure enhanced capacity at district level to work with non-government actors
  • Initiate and support activities for advocacy on issues in line with project requirements/strategies and promote networking/liaison with like-minded individuals/agencies.
The District TA primarily key role and responsibility in Community Process and Convergence related services would be to ensure the following:
  • To facilitate and ensure timely implementation of Shakti Varta in the following district as per guideline and timeline
  • Facilitate selection of manpower and capacity building of District NGO for community process work
  • Manage, supervise and monitor the work and deliverables of Block Co-ordinators of Shakti Varta on a day to day basis
  • Co-ordinate with District and Block Federation of Mission Shakti and various other technical agencies from State and District associated with Community process work towards initiation and execution at district level
  • Facilitate community process related activities as identified from time to time i.e. support in identification and training of local resource partner agency, SHGs, SHGs federations at district and sub-district level;
  • Supervise, support and facilitate local partners/ NGOs, SHGs federation and others in rolling out of Community Process strategy and streamlining service delivery at community and provide regular feedback to line manager;
  • Ensure convergence with other line departments and implementing partners;
  • Coordinate and facilitate scientific and evidence based impact studies, operation research, innovative pilots related to Community Process Work Ex: SHG package, CLTS, Information Kiosk etc;
  • Responsible for preparation and submission of Monthly/Quarterly/Annual progress report related to Community Process work & Convergence to concerned line manager at State level;
  • Responsible for preparation and submission of compiled MIS data in co-ordination with District NGO and CDPO to the State technical agency on time
  • Co-ordination and management of Documentation of Case Studies & best practices for further dissemination.
  • Co-ordinate with District NGO and technical agencies in facilitation and sharing of data and process results with nodal department and others stakeholders at districts and block level for effective decision making
  • Coordinate with District NGO, DWCD & RD Department for organizing orientations, meetings, training, etc. to implement Community Process;
  • Facilitate regular review in the districts & report Community Process related progress to line Manager/reporting authority and concern departments;
  • Facilitate and coordinate with District/Block officials for supervision of Community Process
  • Undertake such other assignments, which may be assigned from time to time
PROGRAMME MANAGEMENT SUPPORT
In addition to the above District Coordinator: Community Process & Nutrition, in consultation with the other members of the core team, will be expected to play an active role in the following activities:
  • Development of an annual work plan for the TMST, outlining a) priority tasks and measurable (qualitative and/or quantitative) benchmarks/deliverables, building on the scope /tasks given in the TMST ToR and thereafter every year; and b) areas where the three departments will need specific support and proposed actions. While developing the action plan, key stakeholders within and outside DoH&FW, DWCD and RD Department should be consulted and the plan should reflect the priority need of these departments;
  • Preparation of monthly written reports on progress and activities against the four outputs. These reports will include a) progress against each output with brief description of activities; b) a summary of any issues and concerns that need to be discussed; and c) plan for the following month;
  • Support the DoH&FW, DWCD and RD Department to produce annual progress reports which will be submitted to DFID and before the progress review missions to be held annually.
KEY DELIVERABLES
  • 80% of village Shakti Varta meetings completed as planned for the month
  • Submission of Monthly action and travel plan to DSWO and State TMST (Line Manager)
  • Monthly Reports on Financial & Physical Progress on Shakti Varta to DSWO and copy to State TMST
  • Submission of monthly update on NGO deliverables
  • Submission of monthly Shakti Varta MIS reports in MIS software with 100% data entry status on meetings held for the month
  • Shakti Varta Field Training, Review and Field Visit report on a monthly basis
  • Any other data, reports desired by Collector, DFID, State TMST and State TA
  • 2-3 Case studies/documentation of key events for the month/report on key presentations to districts in review meetings.

Qualification & Experience /
  • Post Graduate degree/diploma in Public Health/ Nutrition/ Social Sciences/Rural Management, Social Communication or MSC in Public Health or MSW in related fields with 6 or more yearsof work experience.
  • Sector understanding and knowledge of Health, Nutrition and water and sanitation
  • Current knowledge of development issues
  • Prior experience of monitoring and implementation community based work
  • Previous experience of work in the project state of Odisha will be an added
    advantage.

Desirable / Following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.
  • Knowledge on Integrated Child Development Schemes and related activities by Government and Non-Government Sectors;
  • Knowledge on issues related to accessibility of services by various socially diffident and outreach populations;
  • Communication, linguistics, presentation, Leadership, Organising, planning, Computer knowledge and Project Management Skills.
Ability to perform a gamut of managerial tasks related to human resource management, results management, events (workshop & meetings) management, providing support in planning activities and implementation, data management and reporting etc. S/he demonstrates openness to change and ability to manage complexities.
