The regular meeting of Delaware County Conservation District was held on TuesdaySeptember 12, 2017at Rose Tree Park Hunt Club. The meeting was called to order by Chairperson Cheryl Graff Tumola,at 3:30 PM. Additional directors present were: Elaine Paul Schaefer, Frank McKee, Raymond Iacobucci, Wayne Megill and Donna Silvestri. Others present were: Edward M. Magargee – District Manager, Kevin Boyle – District Technician, Brian Vadino – Watershed Specialist, Beth Swartzenruber-Sassaman – N.R.C.S. Also presentpublic attendee William Brainerd.

Call to Order: Given by Chairperson Cheryl Graff Tumola.

Approval of Minutes –On a Motion by Cheryl Graff Tumola, and seconded by Frank Mckee,the minutes of June 6, 2017 meetingwere voted on and approved.

Audience Comments – None

Correspondence & Announcements - A copy of PACD Monthly report was included in the meeting packet.

Motion Request –A motion was madebyRay Iacobucci and seconded by Elaine Paul Schaefer to file all bank statements that were presented. The motion was voted on and approved without any negative votes.

Motion Request - Motion Request to accept donation for Emergency Reviews was made by Frank McKee, and seconded by Wayne Megill. The motion was voted on and approved without any negative votes.

Motion Request : Motion to accept an Envirothon donation of $150.00 from the Society of Women Professionals of Greater Philadelphia was made by Ray Iacobucci and seconded by Wayne Megill. The motion was voted on and approved without any negative votes.

Motion Request: Motion to review and approve for signature an amendment to the Watershed Specialist Agreement, Brian Vadino, was made by Ray Iacobucci and seconded by Elaine Paul Schaefer. The motion was voted on and approved without any negative votes.

Old Business

UGWF PUC Block Grants – 2016-2017 Expense Report Form – Ed discussed the funds distributed.

2016 Audit has been initiated with Christopher Reynolds, C.P.A. - should be complete by December 2017.

New Business

Chapter 102 – More Proposed Changes - DEP in process of making large changes to the permitting for low-hazard 1-5 acre projects.

Mariner II Pipeline – DCCD has received many complaint phone calls; per Ed, Michelle Wheeler is handling them very well.

Railroad Maintenance – Rails to Trails and the NPDES Construction Permitting Program.

Motion Request – Linda Mackey nominated Elaine Paul Schaefer to the Water Resources Planning Act (under Act 220). Motion was made by Ray Iacobucci and seconded by Wayne Megill. The motion was voted on and approved without any negative votes.

Report from Cooperating Agencies–Linda Mackey – DEPsubmitted a written report. A complete copy of this report will be attached to the official minutes. Beth Swartzenruber-Sassaman – NRCS gave an update on their activities.

Conservation District Manager's Report & Staff Reports -Edward Magargee, Kevin Boyle and Brian Vadino submitted written reports detailing their activities for the past month. A complete copy of these reports will be attached to the official minutes.

Erosion & Sediment Control Plan Reviews A complete copy of this report will be attached to the official minutes.
