Minutes for a Special Meeting

of the Winthrop City Council

Monday, February 13, 2012

A special meeting of the Winthrop City Council was called to order at 5:30 p.m. on Monday, February 13th, 2012, in the City Council Chambers of City Hall for the purposes of conducting the business of the city.

I. CALL TO ORDERThe meeting was called to order by Mayor Dave Trebelhorn at

5:30 p.m.

II. ROLL CALLCouncil members Ed Pelletier, Lyle Muthand Pete Machaiek were present. Guests included City Administrator Mark Erickson, City Attorney Don Lannoye and Teri Osterman from Minnesota Rural Water Association.

Authorize Work on #1 Filter at Filter Plant - Water and Sewer Superintendent Joe Ziegler presented the council with quotes from Vessco, Inc. of Chanhassen, MN and Tonka Equipment Company of Plymouth, MN for work on the #1 filter. Vessco’s bid for removal, repair and replenishment of the filter media was $33,995.00. Tonka’s bid for the same work was $34,054.00. After discussion there was a motion by Pelletier and a second by Machaiek to approve the bid of $33,995 from Vessco for work on the #1 filter. Passed on a voice vote.
  1. PUBLIC HEARING–Mayor Trebelhorn open the public hearing for the City of Winthrop’s Wellhead Protection Plan Part II. Teri Osterman, the consultant hired by the city to assist in the preparation of the Wellhead Protection Plan, walked the council through the executive summary of the plan. The mayor asked if there was anyone present who wanted to give comment on the plan. There was no one present to give testimony and no additional testimony was taken.

Mayor Trebelhorn closed the public hearing and reopened the special council meeting.

Motion by Pelletier, second by Machaiek to approve the Wellhead Protection Plan as presented and forward the plan to the Minnesota Department of Health for final approval. Passed on a voice vote.

Meeting was adjourned at 6:00p.m.
