Minutes of the 1st meeting of SLSC

For Technical Education Quality Improvement Programme

The first meeting of State Level Steering Committee, Gujarat State for Technical Education Quality Improvement Programme was held on 7th February, 2005 at 17.00 hrs in the Chamber of Hon. Minister of Education, Gujarat State, Gandhinagar chaired by Smt. Anandiben Patel, Hon. Minister of Education.

The members of SLSC and special invitees who attended the meeting is annexed herewith as Annexure-A.

The proceeding started with welcome address by Shri P. Panneervel, IAS, Principal Secretary, Education Department. He described the role of SLSC and what kind of contribution is expected from the members of the SLSC for enhancing the quality of technical education in the State. He also briefed about the project and the progress made under the project so far.

Following issues as per agenda were discussed and decided during the meeting.

1.  To submit the minutes of 1st meeting of SPFU for information.

Prof. J.V. Dave, SPFU Coordinator and Member Secretary, SLSC briefed the decisions which were approved in the meeting 1st meeting of SPFU held on 19th January, 2005 under the chairmanship of the Principal Secretary, Education Department.

2.  To approve DGS & D rate contract items and agencies for TEQIP participating institute as per agreed World Bank guidelines.

Shri P.Panneervel, Principal Secretary, Education Department described the procedure of procurement under the World Bank guidelines. He also briefed about the preparedness of the State as well as the fund available for placement of order.

After detailed deliberation it was approved to place the order under DGS & D rate contract to the renowned suppliers for procurement of quality goods.

3.  To authorize the principals of participating institute to place the order for procurement of Books and LRs.

Shri P.Panneervel, Pricipal Secretary, Education Department mentioned the initiative of National Project Implementation Unit, Government of India for organizing the books and learning resources exhibition on 27 & 28th Feb 2005 at LDCE, Ahmedabad.

After detailed deliberation it was approved to authorize the principal of the participating institute to place the order for procurement of Books and LRs as per the WB guidelines. The subsequent meeting of SLSC will accord the necessary permission to the participating institutions. The non-participating institutions should also be invited to avail the benefit of the proposed exhibition.

4.  To initiate policy reforms as agreed by the State.

i.  Academic autonomy with accountability

ii.  Financial autonomy with accountability

iii.  Managerial autonomy with accountability

iv.  Administrative autonomy with accountability

v.  Permission to increase recovery of cost of education from students

vi.  Fund allocation on block grant basis

vii.  Permission to establish distinct Corpus Fund, Staff Development Fund , Depreciation / Renewal Fund and Maintenance Fund from the revenue generated and savings and to accept Central / State guidelines for utilization of these funds.

viii. Permission to fill all teaching faculty and staff vacancy directly.

ix.  Permission for total participation of the institutions in rendering services to the community and economy.

After detailed deliberation it was decided that the policy level issues will be discussed separately. The participating institutions will target to cater training to 100000 women to equip them to earn at least Rs. 2500 per month.

5.  Any other matter with the permission of chair.
